Meeting called to order at 8:00 A.M.
A. OPENING ITEMS

President Scheafer called the meeting to order at 8:00 A.M.
District Clerk & Public Information Officer, Noelani Middenway, noted that
President Scheafer, Vice President Schafer, Secretary Perry, Vice Secretary
Ooten, and Director Eckles were present.

President Scheafer opened public comments. Hearing none, he closed public
comments.
C. ITEMS OF STUDY
Action, Receive and File: 1. Receive and File February 2023 Code Enforcement
Officer Report
Recommendation: That the Board of Directors receives and files this report.
Interim Code Enforcement Officer, David Griffin, presented report details.
President Scheafer commented that scavenging rates may be reducing due
to the colder weather. He recognized Mr. Griffin for his hard work.
Director Eckles commented that there have been less than five instances of
scavenging over the last few months. He also recognized Mr. Griffin for his
efforts.
Discussion followed regarding a repeat scavenger located on the east side of
Costa Mesa.
Mr. Griffin discussed trash carts in public view and reported that 183
warning notices were issued in February 2023.
President Scheafer inquired about the District's enforcement of trash carts
in public view under the three -cart system.
Discussion followed regarding reporting details for the three -cart system.
Vice President Schafer commented that the District has been effective in
informing customers of trash service delays.
President Scheafer recognized CR&R drivers for assisting with overfilled
trash carts.
Secretary Perry asked if the District's Operations Code will be revised to
reflect the three -cart system.

General Manager, Scott Carroll, confirmed that the Operations Code will be
updated accordingly.

Action, Receive and File: 2. California Air Resource Board Proposed Advanced
Clean Fleet Regulation — Medium and Heavy Duty Zero Emission Fleet
Recommendation: That the Board of Directors receives and files this report.
Mr. Carroll provided report details. He stated that the proposed regulations
by the California Air Resources Board (CARB) will not have an immediate
impact on the District, but it will require future changes to fleet purchases.
He presented an overview of the proposed fleet regulations, which require
medium and large sized vehicles to be zero or near -zero emissions vehicles.
He discussed how the policy's exemptions and extensions apply to the
District's wastewater fleet and CR&R's trash truck fleet. He shared that CR&R
is the process of purchasing one electric trash truck to service the City of
Stanton. He stated that the District is planning to replace its utility crane
truck in 2024 with an electric version. He added that work trucks purchased
in 2024 through 2026 must be electric or hybrid. He noted that this policy
will require the District to install charging stations at the District Yard.
President Scheafer asked how the costs of upgrading CR&R's trash truck fleet
will affect the District.
Mr. Carroll stated that he does not have information regarding the cost of an
electric trash truck. He proposed that electric trash trucks will be more
expensive than a trash truck fueled by renewable natural gas.
Discussion followed regarding exemptions for two -engine vehicles.
Vice President Schafer inquired about the ramifications of violating the
proposed regulations.
Mr. Carroll stated that, if an organization is displaying a good -faith effort to
purchase zero or near -zero emissions vehicles, then the State of California
will be more lenient in enforcing the regulations. He noted that the state has
enforcement authority and could fine an organization for non-compliance.

Discussion followed regarding the effects of electric vehicles on power
supply.
Mr. Carroll discussed diversifying fuel sources by using biogas.
Vice Secretary Ooten commented on the usage of biogas and natural gas.
Discussion followed regarding the City of Carson's electric trash truck.
Vice Secretary Ooten commented that diesel trucks perform better than
natural gas trucks.
There was no further discussion, and the report was received.
D. CLOSING ITEMS
Procedural: 1. Oral Communications and Director Comments
Director Eckles shared that Costa Mesa United recently hosted its annual golf
tournament and successfully raised money for the community, school
district, and shared athletic fields and campuses.
President Scheafer shared that Secretary Perry's golf team at Estancia High
School defeated Costa Mesa High School.
Secretary Perry shared some details of the golf match.
