ITEM To: Citizens Advisory Committee From: Scott Carroll, General Manager Date: March 8, 2023 Subject: Determine the Feasibility and Provide Recommendation Regarding of a Biomass Conversion Project Summary Biomass is extracting energy from plastics in both waste-to-energy facilities and plastic fed fuel refineries. CMSD Strategic Goal 2.4 is to determine the feasibility of a biomass conversion project as another tool to help achieve the District's goal of diverting 75% of the waste stream away from landfills. Recommendation That the Citizens Advisory Committee receive and file this report. Analysis CR&R has an arrangement with a cement plant in San Bernardino to drop off discarded plastics where the plant uses the material as Engineered Municipal Solid Waste (EMSW) for conversion into supplemental/alternative fuel that is used for manufacturing cement. The use of EMSW reduces the plant's carbon footprint by reducing the need to use coal and natural gas in the manufacturing of cement. The following are pros and cons to biomass conversion technology, as referenced by the website, Conserve Energy Future. PROS 1. Renewable - There is an abundant of organic materials from forests and croplands to waste and garbage. Because these materials are continually produced by society, biomass resources regrow in a relatively short timespan compared to fossil resources that take hundreds of millions of years to replenish. As such, we won't run out of biomass to use for energy production. 2. Dependency on Fossil Fuels is Reduced - As demonstrated by the cement plant in San Bernardino, biomass allows us to be less dependent on fossil fuels such as coal and gasoline. 3. Carbon Neutral - Large amounts of carbon contributes greatly to climate change. However, biomass energy is a natural part of the carbon cycle as opposed to fossil-based sources of fuel such as oil, natural gas and coal. Researchers say that the only carbon emitted to the environment from biomass fuels is the amount that was absorbed by plants in the course of their life cycle. However, burning biomass does create environmental impacts as described in more details below. 4. Widely Available - Biomass energy sources are bountiful in supply. We know there is an abundance of plastics as Americans discarded 51 million tons of wrappers, bottles and bags in 2021 (Source: The Guardian) 5. Can be Used in Many Forms - Biomass can be used as alternative fuels such as biodiesel, biofuels and it can be used directly as heat or to generate electricity using steam turbine. 6. Reduces Waste - Landfills produce methane gas that contributes to greenhouse gas emissions. Diverting waste to biomass energy plants helps expand the life cycle of landfills and reduces the production of methane gas. 7. Lower Capital Costs - Producing biomass energy does not involve heavy capital outlay. In contrast, fossil fuel production involves high upfront capital costs such as drilling to reach oil wells, constructing gas pipeline and collecting biomass fuel. CONS Subject 2. Not Totally Clean When Burned - Even though biomass is considered clean energy, the production of biomass does create pollutants in our atmosphere. Burning biomass releases carbon monoxide, carbon dioxide, nitrogen oxides and other pollutants and particulates. 2. Can Lead to Deforestation - Biomass energy sources are renewable, but they have to be utilized sustainably. Uncontrolled biomass production can result in deforestation because wood is a major source of biomass energy. 3. In-efficient as Compared to Fossil Fuels - Despite the fact that biomass energy is natural in many ways, it doesn't get close to fossil fuels in regards to efficiency. 4. Requires Lot of Space - However, the cement plant in San Bernardino County is located in a rural area of the county. 5. Expensive to Process - The production of biomass plants is incredibly expensive and, in some cases, the costs are not worth the benefits. According to CalRecycle Biomass Diversion Guidelines for Jurisdictions, jurisdictions are limited to counting a maximum of 10% diversion from biomass conversion. As the district is preparing to roll out the 3-cart system, solid waste rates are expected to modestly increase in 2024. Using biomass conversion technology would increase solid waste rates further, and staff believes the costs of this technology is too high to obtain a maximum of 10% diversion. If CalRecycle amends the guidelines to allow for higher diversion from biomass conversion, than staff will reevaluate this technology as a potential resource for reaching our 75% diversion goal. Legal Review Not applicable. Environmental Review Preparing a report about the pros and cons of biomass technology is an administrative matter, and administrative matters are exempt under CEQA and the District’s CEQA Guidelines. The SSMP assists the District in providing comprehensive sewer system management, including protection of the environment by eliminating sanitary sewer overflows. Financial Review There are no financial impacts to the district for preparing this report. ITEM To: Citizens Advisory Committee From: Scott Carroll, General Manager Date: March 8, 2023 Subject: Receive and File 2022 Annual Performance Measurement Report Summary On November 29, 2018, the Board of Directors adopted Administrative Regulations No. 70.00, Performance Measurement Program, which established methods and procedures for gathering and analyzing organizational performance while at the same time collaborating towards continuous improvement of performance in an open and transparent manner. Recommendation That the Citizens Advisory Committee receive and file this report. Analysis A Performance Measurement Program has been developed to determine how well the District is performing in areas of efficiency, effective workforce, customer satisfaction, cost effectiveness, citizen engagement and transparency. The purpose of the program is to continually look at ways to improve and/or enhance the level of service that is being provided internally to staff and externally to the public. Significant achievements were made in 2022, which are described in more details below. 1. The number of Sanitary Sewer Overflows (SSOs) per 100 miles of sewer is less than the average SSOs per 100 miles of Sewer in California Resource Water Quality Control Board Region 8. Region 8 consist of agencies located in Orange, Riverside and San Bernardino Counties. CMSD had 0.45 SSOs per 100 miles compared to 0.67 in Region 8. 2. The one storm event in 2022 resulted in a rain ingress of less than 2% 3. The average number of business days it took to respond to Public Records Request with requested documents is 4 days 4. 79% of the entire wastewater collection system was cleaned. 5. All twenty wastewater pump stations had their annual preventive maintenance performed 6. 83.3% of employees indicated the District is a better organization than it was compared to one year ago Areas that staff will be focusing improving in 2023 include, but not limited to the following: 1. Experience Modification (EMOD). 2. Percent of SSOs reaching surface water is less than the spills reaching surface water in Region 8. 3. Trash carts being replaced within 7 business days. 4. Residents corresponding in GoCMSD regarding CMSD's customer service. District Engineer, Mark Esquer, will be attending tonight's meeting to provide more information about capital improvement projects underway and to answer questions from Committee members. ITEM To: Citizens Advisory Committee From: Scott Carroll, General Manager Date: March 8, 2023 Subject: Discuss Proposed Roll-Out Plan for 3-cart system for compliance with SB 1383 Summary As per the Citizens Advisory Committee approved FY 2022-23 Work Plan, this item was scheduled to be discussed on January 11, 2023, but this item was deferred until the Board approved the First Amendment of CR&R's 2018 Agreement with CMSD. On January 23, 2023 the Board of Directors approved the First Amendment. Recommendation That the Citizens Advisory Committee provide comments and feedback. Analysis On February 27, 2023, the Board of Directors received the attached 3-Cart System Communications Plan that describes how and when the district will transition from a two-cart system into a three-cart system with a planned roll-out date of Fall 2024. The introduction of a new cart and transition to a three-cart system will require extensive education and outreach. Staff is proposing to continue its partnership with Tripepi Smith to assist with designing and producing outreach material for customers. The first year will require communicating the logistics of the program as well as preparing customers for the delivery and use of the carts. Attached to this staff report is a fiscal year 2023-2024 communications plan. Legal Review Not applicable. Environmental Review The consideration of a communications plan is an administrative matter and is not a disturbance of the environment, similar to grading or construction, and is not a project under CEQA or the District’s CEQA Guidelines. Financial Review Total costs for 3-Cart System Communications Plan for fiscal year 2023-24 is $150,000. This has not been approved by the Board of Directors. The Biennial Budget for Fiscal Years 2023-24 & 2024-25 will be presented to the Board for adoption consideration in June 2023.
