Minutes - Board - 1955-05-19MEETING OF TIE BOARD OF DIRECTORS COSTA MESA SANITARY DISTRICT May 19, 1955 The Board of Directors of the Costa Mesa Sanitary District, Costa Mesa, California, met in regular session at 7;30 P.M., May 192 1955, at the City Hall, 111 East 20th Street, Costa Mesa. The meeting was called to order by President Meyers. Roll Call Present: Directors Meyers, Nelson, Allen, Hollister Attorney Dungan, Engineer Southworth Absent: Director Norman and Secretary Owen Minutes The minutes of the meeting of May 5, 1955, were read and approved as read. This being the time and place fixed for the opening of bids for the collection and disposal of trash and garbage within the boundaries of the Costa Mesa Sanitary District, Attorney Dungan reported that only one bid had been received. The*bid. was then publicly opened and examined and declared as follows:. Bid Open - ing (Trash & Garbage) A nexa tion #27 The bid of Kenneth C. Price, 2457 N. Park Blvd., Proposal: Price per occupancy for first 4,000 occupancy Price per occupancy for each additional 1,000 occupancy or fraction thereof......,,,,,,,* equipment: Owned: 154 2 -ton rubbish truck Santa Ana, Calif. .75 .75 !48 11 -ton rubbish & garbage truck 146 12 -ton 9.48 22ton garbage. truck Proposed: 155 rubbish & garbage truck Two others as needed . Place of 'Di osal: Gar age - presently owned and operating hog farm at Fairview & Sullivan St,- (Trash) - County Public Dump - McArthur Blvd. Reference is hereby made to the bid on file with the Secretary for all details as to prices and kind or class of work to be done. On motion by :Director Nelson, seconded by Director Hollister, and unanimously carried, the contract was awarded'to Kenneth C. Price, at the price named in said bid, the same being the lowest regular bid submitted, and Attorney Dungan directed to prepare such contract, and the Secretary and President authorized to sign same. Engineer Southworth presented a preliminary report of .Annexation #27. Ralph Iamb, owner of Parcel 714, and Elden Hallet and Henry Brandt, co- owners of Parcel 713, were present to request permission to install a sewer line, at their own expense, down 16th Street to connect to manhole on the Sanita District6 intercepter sewer, in order that they might have immediate-sewer service. After discussion, it was moved by Director Nelson, seconded by Director- Hollister, and unanimously carried, that the request be approved subject to the Engineer's recommendations and subject to the approval of Sanita`District No. 6._ -1- i On motion by Director Allen, seconded by Director Hollister, and unanimously, carried' the report of survey and preliminary plans for sewer construction in .Annexation x#27, as prepared by D. Southworth, Engineer, was accepted,and:Attorney Dungan was authorized d directed to prepare the necessary bond election proceedings a�irdpreport to the Board. on.June 2, 19550 Annexa president Meyers announced that this was the time and place fixed for tion #26 the public hearing on Annexation #26. Attorney Dungan announced that Approval no written protests had been received and that proof of publication is on file. There being no written or oral protests, Director Allen moved that the hearing be closed. The motion was seconded by Director Hollister and was unanimously carried. , Thereupon.Director Allen moved that it would be.for the best interests _ of the District-to approve the petition and annex to the Costa Mesa -% Sanitary District the territory known as.Annexation #26. The motion s seconded by Director Nelson and was unanimously carried. wa Annexa- tion #21 president Meyers announced that this was the time and place fixed for the public hearing on Annexation Approval #21 (Oliver George annexation). Attorney Dungan stated that the 'petitions to support said annexation are on file, together with proof of publication of same. There being no written or oral protests, it was moved by Director Allen, seconded by Director Hollister, and unanimously carried, that the hearing be closed. Thereupon ?Director Allen moved that it would be for the best interests of the.District.to approve the petition.and annex to the Costa Mesa Sanitary District the territory included in Annexation #21. Annexa- tion #17 Attorney Dungan announced that this was the time and place fixed for the- public hearing on :Annexation #17, but requested the Board to continue the hearing to.June 2, 19552 because it is necessary to secure the affidavit of the person who circulated the petition and such information will not be known until the return of Secretary Owen.. Upon motion by Director Hollister, seconded by Director Allen., and unanimously carried, the hearing was continued to June 2; 1955.
