EEC Environmental (EEC) is pleased to present this proposal to assist the Costa Mesa Sanitary District
(District) with implementation of its Fats, Oils, and Grease (FOG) inspection program as it pertains to the
food service establishments (FSEs) community in the District's service area. EEC understands that the
District is looking for a contractor with FOG program development and FSE inspection experience. EEC
fully understands the scope of work as presented in the RFP, and the terms and conditions of the RFP
are understood and acknowledged by the undersigned EEC representative. Additionally, EEC can meet
all insurance requirements as stated in the RFP.
As demonstrated in the enclosed proposal documents, EEC is uniquely qualified to provide these
services due to its successful development, implementation, and management of similar programs over
the past 15+ years. Joseph Jenkins will serve as the Project Manager for this project and can be
contacted at any time at (714) 667-2300 or iienkins@eecenvironmental.com. Joseph Jenkins has served
as the primary project manager for FSE inspection projects for the past 8 years. Mr. Jenkins will provide
overall management and leadership that will include maintaining an effective team, ensuring availability
of technical staff, maintaining quality of work, and resolving project issues. If Mr. Jenkins is unavailable,
Mr. Jim Kolk will serve as the secondary project manager.
This proposal is valid for a 60-day period and all staffing is available immediately to work on this project.
All persons working on this project are based out of our Orange, California office. The signer of this
proposal has the full authority to bind the principal proposer.

1.1 Introduction
EEC Environmental (EEC) is pleased to submit our bid proposal to provide continued fats, oils, and
grease (FOG) program management services to the Costa Mesa Sanitary District (District). Based on our
extensive experience and successes in the development, implementation, and management of FOG
programs throughout the country, including at the District, EEC is poised and prepared to assist the
District with the multifaceted tasks and services associated with its existing FOG control program. These
services include, but are not limited to, providing oversight and administration of a comprehensive FOG
program, which includes food service establishment (FSE) inspections, assisting with enforcement of the
District's FOG control ordinance, public education and outreach, and FOG source investigation oversight
and support.

1.1.2 Background
EEC is a national environmental consulting firm that specializes in wastewater, storm water, regulatory
compliance, and assessment and remediation of soil and groundwater. EEC is a privately held
corporation and was founded in 1995 to fulfill a need for technical excellence and professional service in
environmental consulting. EEC comprises a team of experts in engineering, environmental compliance,
environmental science technology and data management systems, chemistry, toxicology, hydrogeology,
geology, and industrial hygiene.
EEC comprises four main divisions: engineering,
environmental, construction, and technology. The
engineering division provides FOG control
services; SSMP development and internal audits,
wastewater treatment and reuse design;
National Pollutant Discharge Elimination System
(NPDES) / storm water management; soil and
groundwater remediation design; chemical
delivery system design; and operation and
maintenance of wastewater treatment systems.
The division also designs and implements plans
for remediation of soil and groundwater,
mitigation of lead and asbestos, treatment and
reuse of wastewater, and management of storm
water.
The environmental division routinely performs
Phase 1/11 Environmental Site Assessments (ESAs),
soil and groundwater investigations, air
monitoring, and asbestos and lead testing. The
division also prepares and implements site
assessment work plans, preliminary
endangerment assessments, remedial action
plans, and closure reports for regulatory
acceptance and approval. Finally, the division
undertakes coordination and negotiation with
regulatory agencies on behalf of clients
throughout a project's duration.
The construction division supports projects
originating from the engineering and
environmental departments, but also undertakes
projects independently. This division removes
underground and aboveground storage tanks;
installs, operates, and maintains remediation
systems; designs and builds electrical
panels/control systems, and performs general
construction services, including operation of
heavy equipment.

EEC's technology services division offers services for efficient collection, storage, QA/QC, graphical
display, and analysis of large data inventories. This department uses computer -aided drafting and design
(AutoCAD), geographic information systems (GIS), and database technologies to support and manage
projects across the firm's divisions. The department identifies the right technologies for the client's most
critical needs and ensures that the chosen technologies will stay relevant and effective long after project
completion.
Some of EEC's specialized projects have entailed customized database and geographic information
projects for municipal agencies; engineering services at one of the largest Superfund sites in the United
States (Stringfellow); environmental oversight at the largest privately funded development site in the
United States (Playa Vista development); comprehensive Phase I and Phase II site assessments for
national Fortune 500 companies for multiple sites throughout the United States in support of large
property acquisitions; Phase I ESAs for a leading financial institution in the United States; ocean -water
and river -water sampling investigations documenting the impact of contaminated groundwater to these
surface water bodies; design of a $4.5-million wastewater treatment system design/build project in
China; and an environmental impact assessment of a 17-million-gallon free -product plume beneath New
York City.
Finally, the administrative team supports the entire firm with project -related activities, such as
accounting and invoicing.
Section 2.0 - Proposal
EEC has extensive experience in providing FOG control program services and has expertise with a broad
range of complementary services that have gained EEC an excellent reputation and working relationship
with federal, state, and local agencies. EEC has provided extensive FOG control and related services to
more than 30 cities and sewer districts in Southern California, including the following:

3.2 Project Management
Joseph Jenkins has served as the primary project manager for FSE inspection projects for the past 8
years and will serve in this role (for a minimum of 1 year) for the City. Mr. Jenkins will provide overall
management and leadership that will include maintaining an effective team, ensuring availability of
technical staff, maintaining quality of work, and resolving project issues. While many tasks can and
should be handled directly by technical staff, all project communication will be routed through Mr.
Jenkins to ensure continuity of project tasks and control of project resources. If Mr. Jenkins is
unavailable, Mr. Jim Kolk will serve as the secondary project manager.
Joseph has conducted more than 4,000 FSE inspections for compliance with FOG control programs,
including those of Costa Mesa Sanitary District, City of Santa Ana, City of La Habra, City of Anaheim, and
IRWD. Joseph manages and schedules FSE inspections and provides training and quality control/quality
assurance for EEC's FOG inspectors. Joseph is also the lead for sewer system management plan audits.
To date, Joseph has conducted internal SSMP audits for the Costa Mesa Sanitary District (CMSD), City of
La Habra, City of Buena Park, City of Santa Ana, and City of Anaheim. He has a B.S. in Business
Administration from York College, an Environmental Management Certificate from the University of
California, Irvine, and a certification as a Grade I Environmental Compliance Inspector from the
California Water Environment Association (CWEA).
EEC inspectors do not currently have a certification from the National Environmental Health Association
(NEHA) as a Registered Environmental Health Specialist/Registered Sanitarian (REHS/RS) as these
certifications are important for conducting Health Care Agency inspection and less so for FOG
inspections. All EEC inspectors receive regular internal training and attend CWEA training seminars as
much as possible.
A quality assurance / quality control (QA/QC) process will continue to be implemented throughout the
project and will include periodic reviews during the planning and execution phases. The project manager
will ensure that all the required elements are effectively incorporated into the project and the principal -
in -charge will ensure that the project manager is routinely performing this verification.
All reports and presentations are reviewed by the project manager and, where appropriate, the
principal -in -charge for content and format. In addition, draft and final reports as well as presentations
are edited by an in-house technical editor. For technical tasks, including intermediate calculations and
determinations of key parameters, verification by technically qualified team members with no prior
involvement in the particular task is conducted for accuracy and completeness.

EEC developed, implemented, and managed the City of Santa Ana's FOG program and conducted on -site
facility inspections. EEC compiled an exhaustive list of all food service establishments (FSEs) within the
City's boundary and inspected each FSE to inventory cooking equipment, fixtures, floor sinks and drains,
and grease removal equipment (GRE). EEC developed a FOG program database that processed the
equipment inventory and created inspection frequencies based, in part, on an FSE's potential to release
FOG into the sewer system. EEC used the geographic information system to determine an FSE's potential
to impact sewer line hotspots. EEC also performs the Orange County Health Care Agency NPDES follow-
up inspections on behalf of the City. EEC receives monthly reports from the Orange County Health Care
Agency indicating which facilities violated NPDES regulations. EEC then performs follow-up inspections
to ensure the facility corrected the violation. EEC has been inspecting FSEs in Santa Ana for more than a

Since 2014, EEC has managed and completed the FOG program inspections for the City of Los Altos. In
the first year, EEC completed an inventory of food service facility (FSF) equipment and grease
interceptor status. For FSFs that did not have grease interceptors, EEC worked with the City and the FSFs
to install an approved grease interceptor. Each year, EEC has completed the required inspections on -
time including the necessary follow-up and enforcement actions, binder and Excel table deliverables,
and has assisted the City with any additional FOG program needs including educational material
development and plan review. Additionally, EEC conducts the NPDES MS4 stormwater inspections for
all FSEs on an annual basis.

EEC conducted a FOG characterization study that included more than 800 initial inspections within the
Irvine Ranch Water District's (IRWD's) service area and continues to support FOG program efforts,
including FSE inspection services. GREs are inspected to evaluate their size, operational status, and
structural condition. FOG program information and education is also provided to FSEs in the IRWD's
service area. EEC developed a geodatabase to enhance analysis of the data collected. FSE and GRE data
was further analyzed with SSOs and sewer hotspots.
Inspection data were instrumental in developing
IRWD's FOG program; analysis of the data provided a
basis for prioritizing FSE permitting and inspections and°
for optimizing IRWD resources. The project scope for

EEC has provided FOG program services for the City of Anaheim since 2008. Services have included FSE
inspections, development of the City of Anaheim's FOG program manual, and guidance on analysis of
FSE contributions to sewer line hotspots and SSOs. EEC also performed the Orange County Health Care

Section 5.0 - Project Overview
FOG in sewers can be problematic, often causing blockages in smaller to medium sized, low -flowing
sewer pipes and resulting in SSOs. To minimize the potential of SSOs, the State Water Resources Control
Board issued Order No. 2006-003, otherwise known as the Statewide General Waste Discharge
Requirements (WDR) for Sanitary Sewers. To comply with the
WDR, local agencies have incorporated FOG control
ordinances and associated FOG control programs into their
Sanitary Sewer Management Plan (SSMP). As a result of these
' efforts, FOG -related SSOs have decreased in many of these
agencies' service areas. Such success is born from the
' combined effort of FSE inspections, public outreach and
:. education, and periodic cleaning of sewers, particularly the
problematic enhanced line maintenance locations, (hotspots)
within the agencies' jurisdiction. Having designed FOG control
n
programs for 20+ agencies and managed the implementation
of these programs with 10 agencies, EEC has played a
FOG Generation in Food Service significant role in many of these SSO reduction successes.
Establishment Kitchen
If left uncontrolled, FSEs are by far the most significant
contributor of troublesome FOG into the sewer system. At the
heart of the District's efforts to curb FOG discharge from FSEs
is the implementation of FOG control procedures. The District has chosen to assist FSEs by providing
suggestions for implementing best management practices (BMPs) and grease removal equipment (GRE)
maintenance requirements. Public outreach informing citizens about the impact of dumping FOG down
the drain is also an effective tool to prevent SSOs.
When the initial 2002 WDR was issued for Region 8, EEC conducted the largest FOG control study in the
country on behalf of the Orange County Sanitation District and 26 other agencies in Orange County.
Phase I of the study resulted in recommendations for FOG characterization, sewer cleaning, and BMP
programs that have become the backbone of FOG control programs throughout California. As a follow-
up to the Phase I Study, EEC organized and facilitated seven regional meetings that included
representatives from Orange County cities, the Orange County Health Care Agency, the National
Restaurant Association, and the grease hauler and plumbing industries, on a variety of FOG issues to
provide regional uniformity concerning ordinance development, grease interceptors, waste disposal,
kitchen BMPs, inspections, and enforcement.
The Phase II study field-tested new FOG control technologies, such as additives, grease removal devices,
and interceptor monitoring devices. The report provided detailed results of the field testing and
provided testing, monitoring, and agency approval procedures for these technologies.
FOG Source Control
FOG source control is the first line of defense in controlling SSOs caused by FOG blockages and combines
two important elements: BMPs and proper maintenance of GREs. First, FOG can be prevented from
entering drains that lead to the sewer system through the promotion and implementation of BMPs, such
as "Don't Pour Grease Down the Drain" or "Scrape Grease and Food Particles Into the Trash Before
Washing Plates or Cookware."

For FSEs, a strong education and outreach program is necessary, but an effective inspection program
monitors and enforces the implementation of BMPs. Second, the FOG that finds its way into drains at
FSEs can be captured before it flows to the public sewer system through the requirement for the proper
design, installation, and maintenance of GREs, which can only be assured through the District's
education, inspection, and enforcement programs.
EEC has a diverse staff experienced in every facet of FOG control. The team is well equipped with
experienced engineers and inspectors to assist the District in addressing all FOG issues.
Food Service Establishment FOG Inspections
For the FOG inspection task, EEC can fully satisfy the proposed
scope of work. EEC has conducted over 20,000 FSE BMP inspections
and over 20,000 grease interceptor/grease trap inspections, issued
notices of non-compliance, and conducted compliance follow-up
inspections to ensure that FSEs adhere to FOG control
requirements. EEC's inspection services enhance and utilize existing
agency resources, such as GIS and FSE databases, to maximize the
efficiency and efficacy of FOG control efforts. With the
development of 20 FOG control ordinances and FOG control
programs, EEC has developed, or assisted in developing,
enforcement response plans, FSE permits, inspection forms, notices
of non-compliance, and fact sheets, and has provided database/GIS
support for 6 sewering agencies.
Grease -Removal Equipment (GRE) Inspections

EEC understands that the District is looking for thorough Inspection Device
inspections of GREs. EEC inspectors have inspected a wide variety
of GREs and are experienced with new emerging GRE
technologies. EEC will continue to assist the District with physical inspections of GREs to ensure
compliance with the 25% rule and to ensure the GREs for the FSEs are being maintained properly.
Best Management Practice Inspections
EEC has been conducting kitchen BMP inspections, including kitchen equipment inventories, for over a
decade and is well experienced in identifying kitchen practices. EEC views the kitchen BMP inspection as
an opportunity to educate FSE staff about FOG programs and their role in preventing FOG related SSOs.
EEC's approach to conducting BMP inspections for the required FSEs is to focus on the high -risk FSEs first
and ensure that they are following the correct BMPs for their facility.
Enforcement Actions
EEC has been very successful at conducting compliance inspections for issues identified during initial or
routine FOG inspections. EEC has found that communicating to FSE staff, owners in particular, the
importance of FOG program compliance to help prevent SSOs and reduce sewer facility maintenance
costs, has been particularly successful in ensuring FSEs' compliance with FOG program regulations. EEC

tracks all non -compliances identified on a GIS map, and inspectors prioritize follow-up compliance
inspections to ensure the follow-up inspection occurs shortly after the established date for compliance.
Data Management
EEC recognized the power of developing database structures to maintain FOG program data to better
manage inspections, identify priority FSEs, and create agency reports, and has used commercial
products such as Cartegraph, Inframap, Cityworks, and Linko to manage FOG program data. EEC has also
developed custom Google, Excel, Access, and SQL databases and Esri geodatabases to manage FOG
program data.
EEC has developed tools and methods to develop an accurate inventory of FSEs. EEC is well aware of the
potential issues of consolidating data from multiple sources and knows how to avoid costly data
mistakes. EEC is a pioneer in the use of technology, such as GIS and other databases, to monitor FOG
program effectiveness.
Education Program
FOG program education is a core component of efforts
to reduce SSOs and FOG impacts to the sewer system.
EEC uses each FOG inspection as an opportunity to
educate FSE staff about the importance of following
kitchen BMPs and proper GRE maintenance. EEC has
developed public outreach efforts for FOG programs
that have included such items as door hangers, pot
scrapers, FAQ sheets, and postcard mailers. EEC has
also helped agencies develop websites that
administered FOG program information for FSEs and
the general public.

EEC has expertise working with all types of GREs and currently performs plan review activities for three
clients. EEC served on the review committee during the development of the new sizing criteria in the
2006 Uniform Plumbing Code and has conducted multiple studies on the effectiveness of GREs and
Automatic Removal Devices.

Section 6.0 - Detailed Project Approach
6.1 FOG Program Management
6.1.1 FOG Control Program, FSE Database and GIS Management
EEC currently manages FOG programs for four Southern California agencies, utilizing comprehensive
databases and GIS tools to collect, organize, analyze, and manage FOG data. Having been closely
involved in the development and implementation of key FOG program tools and processes, EEC's
technical and field staff is thoroughly knowledgeable with the field data acquisition systems and work
flows currently employed by the District. At a minimum, EEC will keep all important FSE information in
Excel databases, but also currently has a more robust database that is used to manage the day-to-day
inspection tasks.
EEC will: identify and prioritize FSEs for inspections, including review and utilization of Orange County
Health Care Agency (OCHCA) FOG inspection data, review and update FSE inspection results into the
FOG database and GIS; and will develop database forms and reports, as appropriate, to summarize the
findings of these inspections.
Records
EEC will keep all written records including photographs, CCTV videos, checklists, and inspection forms
electronically during the length of the contract for this project. All records will be made available to the
District upon request. On a monthly basis, EEC will report the activities conducted during the month,
identify any findings, and will provide recommendations to the FOG Control Program Manager.
6.2 Inspections
EEC inspectors are fully trained on procedures for conducting FOG inspections and regulations specific
to the District. EEC will monitor inspection progress using the District's GIS tools to ensure the FOG
control program tasks are on track to meet inspection and follow-up targets. EEC routinely performs
QA/QC, from the early work order initiation phase through to task completion, of FOG inspectors as well
as the data entered into databases and submitted to the District. EEC will also work with the District's
FOG Program Manager to evaluate continued implementation of FOG -risk —based inspection
prioritization processed to further optimize the District's inspection resources.
6.2.1 Permit Inspections
EEC will physically inspect and educate FSEs within the
District that are new to the FOG Program. These FSEs
include new FSEs, existing FSEs that have a change in
ownership or a name change requiring re -permitting, and
FSEs that have a change of operation. EEC will plan to
perform 100 permitting inspections per year. The
permitting inspection will include recording an inventory
of all cooking equipment, fixtures, and floor sinks and
drains. Inspectors will also take documentation
photographs and gather interviewee signatures.

For those FSEs that have been identified in the vicinity of hotspots or identified as FOG sources, EEC will
discuss, with the FSE owner or management, enforcement options that are available to the District and
the steps that the FSE can take to avoid additional enforcement.
6.2.2 Grease Removal Equipment (GRE) Inspections
EEC will conduct GRE inspections for FSEs with a grease interceptor or grease trap to ensure each device
is in good operating condition and confirm that appropriate maintenance practices are implemented.
The inspections are comprehensive and thorough to support potential enforcement efforts in the
future. It is estimated that approximately 160 GRE inspections will be required per year.
Specifically, EEC inspectors will conduct the following:
• Measure the layer of floating FOG and settable
solids and liquid capacity
• Determine conformance with compliance
criteria
• Inspect the mechanical condition of the GRE
• Review the maintenance logs and record the
last pump -out date
• Review GRE pumping record -keeping
• Document and capture photographic evidence

6.2.3 Kitchen Best Management Practice (BMP) Inspections
Having conducted over 20,000 kitchen BMP inspections, EEC understands the importance of educating
FSEs on proper BMPs. EEC will conduct BMP inspections to evaluate compliance with all required kitchen
BMPs, including employee education and training practices. These inspections also present an
opportunity to provide new program educational materials. It is estimated that approximately 160 BMP
inspections will be required per year.
Specifically, EEC inspectors will assess the following:
• Removal of food grinder

• Kitchen signage (BMP poster) posted
• Scraping practices
• Food waste disposal practices
• Emergency spill response materials

6.2.4 Combined BMP J GRE Inspections
EEC will physically conduct combined kitchen BMP and GRE inspections for FSEs and is projecting to
perform approximately 220 inspections per year. During these inspections, EEC inspectors will discuss
the implementation of proper kitchen BMPs and GRE maintenance EEC will educate the FSEs on how
implementing efficient kitchen BMPs can reduce expensive GRE maintenance costs and ensure their
GREs are functioning as efficient as possible.
6.2.5 Compliance Inspections
ECC will conduct follow-up inspections for non-compliance issues as required by the District's FOG
Control Manager. This may include issuance of notices of violation (NOVs) to FSEs that are found to be in
non-compliance of the FOG control regulations. Although it is difficult to estimate the amount of non-
compliance at this time, EEC will plan to perform compliance inspections at 60 FSEs per year due to non-
compliance issues or on -going hot spot source identification.
EEC will assist the District in managing enforcement actions for violations of the District's ordinance. For
any FSE or critical source facility identified with deficiencies, EEC will meet with FSE managers/owners or
property owners to discuss violations and enforcement and to help develop an appropriate corrective
action plan to achieve and maintain compliance. Based on the results of follow-up inspections and
issued notices of non-compliance, EEC will review, provide recommendations, and assist the District
with any enforcement actions required as a result of violations of the ordinance.
6.2.6 Source Investigation Inspections
Having assisted the District with the reduction of key hotspot locations over the previous 10 years, EEC is
intimately familiar with the goals of the District and known FOG problem sewer areas. EEC will work
with District staff and CCTV contractors to identify the sources of excess FOG being discharged into the
sewer system. Once identified, EEC will conduct in-depth inspections of the FSEs to identify the
processes/compliance issues that are contributing to the FOG discharge. EEC will work with these FSEs
to mitigate the level of FOG discharge in order to alleviate the FOG related hotspot in that area.
6.3 Enforcement
6.3.1 Enforcement Management Support
Based on the results of the CCTV Source Inspections and continued NOVs, EEC will continue to provide
recommendations, and assist District staff and the FOG Control Program Manager with the FOG Control
Program enforcement process. These services will be provided on a -needed basis.
6.3.2 Enforcement Inspection Support
EEC will coordinate with District staff and schedule and perform enforcement follow-up inspections of
FSEs associated with source investigation activities and escalated FOG Control Program compliance
issues. Due to the serious nature of these inspections, EEC will attempt to meet with the FSE
owner/manager or property owner to discuss the deficiencies and assist the FSEs in developing
corrective action plans to achieve compliance. These services will be provided on a -needed basis.

6.4 FOG Control Program Annual Assessment and Report to Board of Directors
At the end of the fiscal year period, EEC will conduct a FOG control program assessment and provide
recommendations for program enhancement and resource management. This will include hot spot
mitigation, FSE compliance status, and grease -related SSO status. The report will be presented to the
Board during a regular study session of Board hearing.
6.5 Support Services
EEC will provide the following additional agency support services under this task:
• Assist with issuing conditional waiver permits
• Draft letters for non-compliance issues
• Participate in enforcement hearings
• Update the District FOG Control Manual
• Review proposed designs and make recommendations for installing the proper sized GRE for
FSEs.
• SSO investigation support
• Develop residential FOG educational/guidance materials and plan to address residential grease
discharge and disposal practices
• As needed, develop and coordinate evaluation of new and emerging grease control
technologies. including GRE and chemical/biological additives
6.6 Deliverables
FOG Inspections
Deliverables for FOG inspections will be the Excel database of all FSEs including Name -location of FSE,
FSE contact person name, phone number and email, permit number, permit type, type of grease
interceptor/trap, interceptor/trap location that include number of inspection points, and capacity, date
of inspection, most recent pumping date, and condition of interceptor/trap, FOG hauler name, address,
phone number and email, NOV date(s), recheck dates, findings and any other pertinent information. EEC
will make the database available to the District at any time for viewing.
In addition, on a monthly basis, EEC will provide a list of all FSEs inspected that includes their name,
address, inspection type, and the date the inspection occurred.
FOG Program Manual
A draft of the updated FOG Program Manual will be provided to the District in Word format. The final
FOG Program Manual will be submitted in PDF format with all applicable attachments.
Enforcement Letters
All enforcement letters will be provided to the District in Word format with proper spacing so the letter
can be printed on official District letterhead prior to mailing to the FSE representative.

Annual Assessment Report
A draft of the Annual Assessment Report will be provided to the District in Word format. The final report
will be submitted in PDF format with all applicable attachments. Immediately following the completion
of the report, EEC will provide the PowerPoint presentation for the Board of Directors.
Section 7.0 - Distinguishing Characteristics
Value -Added Services
EEC understands the District's FSE inventory and key FSE details necessary to determine each FSE's
potential to discharge FOG into the sewer system (e.g., cooking equipment). Additionally, EEC inspectors
are intimately familiar with the District's FOG Control Program and FOG Ordinance and will not require
any additional training.
Additionally, based on our recognized FOG expertise, EEC is afforded the opportunity to work with
agencies across the country, exposing the team to a variety of innovative ideas and concepts that can be
shared with the District. EEC also works with some of the District's neighboring agencies and can share
field intelligence regarding sewer investigations and FSE issues that might impact the District's
programs.
Finally, EEC inspectors are extensively trained in inspection safety and have an impeccable safety track
record. EEC inspectors also receive training in SSO response procedures and are readily familiar with the
SSO emergency response procedures implemented by the District.
EEC closely monitors regulatory developments to identify new or changing regulations for FOG
programs, the WDR, and SSMP requirements. EEC assists clients to proactively maintain compliance with
evolving regulations. EEC has assisted such agencies as the City of Anaheim, Costa Mesa Sanitary
District, City of El Segundo, City of Santa Ana, and City of Buena Park with their SSMP and internal
audits.

John is the founder and president of EEC. John has more than 25 years' experience managing
water resource projects and helping clients achieve compliance with their NPDES and other
wastewater and storm water discharge permits. He leads the EEC FOG team that is national-
ly recognized as a FOG control expert and has developed, implemented, and assessed more
than 14 FOG control programs. Under John's direction, the EEC FOG team has conducted
FOG characterization studies for 15 cities and wastewater districts. When FOG was identi-
n fled as a leading cause of sanitary sewer overflows (SSOs) and beach closures in California,
Jahn was at the forefront of efforts to curb FOG discharges to the sewer system, serving as
the program manager in the largest FOG control study in the country conducted on behalf of
Orange County Sanitation District and its 26 member agencies. John holds a General Engineering Contractors License and
is a member of the Water Environment Federation, California Water Environment Association, and California Association of
Sewer Agencies.

Program Manager, Sanitary Sewer Overflow Study I National
• Oversaw a $250,000 national research study for Orange County Sanitation District and County of Orange on the caus-
es of and solutions to SSOs. The study was conducted in response to the growing problem of beach closures in Orange
County, California.
Evaluated the causes of grease blockages linked to wastewater discharge from restaurants and residences; grease
buildup creates sewer line blockages that result in SSOs and sewage flow to storm drains, creeks, and eventually
beaches.
Project Manager, 30 Industrial Stormwater Compliance Programs I Statewide
• Managed 30 separate industrial stormwater compliance programs throughout California and oversaw the following:
stormwater sampling, containment system design and installation, stormwater pollution prevention plans, stormwater
monitoring and reporting program preparation, and permitting with the California Regional Water Quality Control Board.
Project Manager, Sewer System Characterization I Orange County, CA
• Managed $1 million+ in sewer system characterization projects for cities and wastewater agencies in Orange County
and oversaw CCTV inspections, sewer mapping using GIS, and structural and sewer blockage source identification.
Project Manager, California Fats, Oils and Grease (CaIFOG) Workgroup I CA
• Represented CalFOG in negotiations with the International Association of Plumbing and Mechanical Officials concern-
ing critical revisions to the Uniform Plumbing Code that would affect every sewering agency in California.
• CalFOG is a special workgroup within the Tri-TAC that focuses on the development of FOG control tools that may be
used throughout the State; Tri-TAC, which is jointly sponsored by the California Association of Sanitation Agencies,
California Water Environment Association, and League of California Cities, is a statewide technical advisory committee
comprising members from public agencies and other professionals responsible for wastewater treatment.
• The constituency base for Tri-TAC collects, treats, and reclaims 2 billion+ gallons for wastewater each day and serves
most of the sewered population in California.

Baltazar Maldonado, a graduate from California State University Long Beach, has conducted thousands of FOG
inspections at food service facilities, NPDES stormwater inspections at industrial and commercial facilities, and SSO
emergency response and elevated enforcement actions. Baltazar has also worked with industrial and commercial
facilities on stormwater and FOG related BMP evaluations to determine the proper BMPs that should be
implemented and to resolve consisten compliance issues. Baltazar is EEC lead responder for SSO occurances.
During these events, Baltazar helps to determine the cause of the SSO and the necessary actions to resolve the SSO
cause. Following the SSO event, Baltazar determines the necessary corrective actions to be conducted, and works with
the facilities to ensure these actions are followed to prevent future SSO occurances.

a California Water Distribution Level 1 Certification and an OSHA 40-Hour HAZPWOPER Certification.
