Meeting called to order at 6:01 P.M.
A. OPENING ITEMS
Procedural: 1. Call to Order
Chair Carey called the meeting to order at 6:01 P.M.
Procedural: 2. Roll Call
District Clerk and Public Information Officer, Noelani Middenway, conducted roll
call. She noted that Citizens Advisory Committee (CAC) Members Carey, Katz,
Lester, Marsh, and Nielson were present, while CAC Members Fields, McIlroy,
and Takaya were not present. CAC Member Gielow arrived at 6:04 P.M.
Procedural: 3. Public Comments - Speakers will be limited to three minutes. The three
minutes per speaker time allotted may be extended for good cause by a majority vote of
the committee.

Chair Carey opened public comments. Seeing no members of the public present
and wishing to speak, he closed public comments.
B. ITEMS
Action, Minutes: 1. Approve the Citizens Advisory Committee Meeting Minutes of
January 8, 2020
Recommendation: That the Citizens Advisory Committee approves the meeting minutes
as presented.
Chair Carey presented the CAC meeting minutes of January 8, 2020 and
welcomed discussion or a motion.
Motion: To approve the meeting minutes as presented.
Motion by Sue Lester, second by Phil Marsh.
Final Resolution: Motion carries 5-0-4
Ayes: Mike Carey, Elodie Katz, Sue Lester, Phil Marsh, Andrew Nielson
No: None
Not Present: Monte Fields, Judith Gielow, Mike McIlroy, Judith Takaya

Minutes, Receive and File: 2. Approved Board of Directors Regular Meeting
Minutes of January 27, 2020
Recommendation: That the Citizens Advisory Committee receives and files the report.
There was no discussion, and the report was received.
Minutes, Receive and File: 3. Draft Board of Directors Regular Meeting Minutes of
February 24, 2020
Recommendation: That the Citizens Advisory Committee receives and files the report.
CAC Member Katz inquired about the Board’s decision to approve the Solid
Waste Ad Hoc Committee’s suggestion of selecting Tripepi Smith as the District’s
public relations firm. She asked if a kickoff meeting has been scheduled.
Management Analyst II, Gina Terraneo, stated that the Board approved of the
Committee’s selection. She noted that the District has not scheduled a meeting
with Tripepi Smith due to the project manager being called for active military
duty. She shared that a kickoff meeting will be scheduled in either May or June.
There was no further discussion and the report was received.
Action: 4. Recognition of Citizens Advisory Committee Members Completing 2018-
2020 Term – Oral Report
Recommendation: That the Citizens Advisory Committee discuss the report.

Ms. Middenway thanked and recognized Chair Carey and CAC Members Katz,
Marsh, McIlroy and Nielson for their service to the Citizens Advisory Committee.
She noted that each outgoing CAC member has been provided an application to
reapply to the Committee. She shared that the Board will recognize the outgoing
CAC members at the Regular Board meeting scheduled for March 23, 2020.
CAC Member Lester expressed her support for the outgoing CAC members to
reapply to the Committee.
Chair Carey stated that the deadline to apply to the CAC is March 18, 2020.
There was no further discussion.
C. CLOSING ITEMS
Procedural: 1. Committee Member & Staff Comments
CAC Member Nielson stated that it has been an honor to serve the District as a
CAC member and expressed his desire to reapply to the Committee.
Chair Carey thanked District staff and the CAC for their service to the Committee
and expressed his desire to reapply to the Committee. He offered his personal
condolences to District staff and the Board regarding the recent passing of
District Engineer, Robin Hamers. He welcomed Ms. Middenway, who was out on
maternity leave.
CAC Member Lester inquired about an agenda item regarding the consideration
of approving Special Holiday Pay for the days before Thanksgiving and
Christmas from the Board of Directors’ Study Session meeting on March 10,
2020.
Ms. Middenway stated that the Board did not make a decision on the item, and it
has been moved to the Regular Board meeting scheduled for March 23, 2020 for
further discussion.
