IMPORTANT NOTICE REGARDING JUNE 3, 2020 SOLID WASTE AD HOC COMMITTEE MEETING This meeting is being conducted utilizing teleconferencing and electronic means consistent with State of California Executive Order N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic. The livestream of the meeting can be viewed by clicking the "Video" icon on this page (which will be made available at the start of the meeting) or by visiting www.youtube.com/CostaMesaSanitary. ITEMS OF DISCUSSION To: Solid Waste Ad Hoc Committee Via: Scott Carroll, General Manager From: Nabila Guzman, Management Analyst I Date: June 3, 2020 Subject: Missed Pickups Report Summary On March 10, 2020, the Board of Directors directed staff to schedule a Solid Waste Ad Hoc meeting to discuss missed curbside pickups. Staff Recommendation That the Solid Waste Ad Hoc Committee receive and file this report. Analysis A comprehensive report for total missed curbside pickups received over the years is not available. Prior to May 2018, missed curbside pickup requests that were received by the District were directly transferred to CR&R Customer Service for scheduling. Staff would also contact CR&R personally to schedule missed pickups but a record was not kept on how many requests were received. In May 2018, District staff began to utilize the GovOutreach system to communicate between CR&R and the residents directly. When a call is received for a service request, staff simply enters their contact information into the system and the request gets routed to identified CR&R and District staff for handling. This process has allowed District staff to keep a better record of service requests received. The graph below depicts missed pickup requests received by CMSD over the last four fiscal years. The second graph illustrates the missed pickup requests reported monthly by CR&R. It is important to note that CR&R only reports requests or complaints that are escalated to a Manager for handling. Recommendation That the Ad Hoc Committee: 1. Provides direction to staff on the subjects Committee members want to discuss; and 2. Schedule the next Ad Hoc Committee meeting. Analysis Staff has provided some subjects below that can be discussed at a future meetings. Contamination of mixed waste and organics recycling carts Biomass conversion project Waste characterization study Create a sustainability checklist for businesses. Those who qualify can be highlighted through CMSD’s outreach channels. Explore opportunities to provide pharmaceutical and sharps collection drop boxes. Any other issues Legal Review Not applicable.
