The temporary Solid Waste Ad Hoc Committee was established to discuss solid waste matters within the District. The Committee
Members include Vice President Bob Ooten, Director Mike Scheafer, Citizens Advisory Committee Member Monte Fields, Citizens
Advisory Committee Member Elodie Katz, and District staff.

A. Solid Waste Ad Hoc Committee Meeting
On December 17, 2019, the District released a Request for Proposals (RFP) for Communications Support and Strategy. Five
proposals were submitted by the January 17, 2020 due date. District staff evaluated the proposals and selected the top three
proposals. On January 29, 2020, the top three public relations firms were interviewed by the Solid Waste Ad Hoc Committee. The
Committee requested that District staff revise the scope of services and request a 12-month cost proposal from each firm. Attached
to this report are the revised scope of services and the updated proposals submitted by each firm.
The Committee will now discuss the updated 12-month cost proposals submitted by each firm (attached). Additionally, the Committee
will discuss the cost apportionment between the Solid Waste and Wastewater Funds and District staff's analysis of the firms. Should
the Committee develop a recommendation, the recommendation will be brought to the Board of Directors for consideration.

with the Brown Act and the meeting will take place in the District’s boardroom, located at 290 Paularino Avenue in Costa Mesa.
