cordial and helpful, alway9'focused on providing'the'best possible service;. and..
WHEREAS, prior to; "the .Orange Counfy trash' collection Worker. strike "of October 2001,
RAUL RANGEL provided his workers with'a wage and benefit package that. was readily acceptedby:;
his, nvers'and fhe'P, resident of the union, thereby providing the residents' of the District continuous
