WHEREAS;,:;RAY- BARELA has served the ;,Mesa .Consolidated Water District, as. an
f Engineerfrom;9965to2001; and

WHEREAS, RAY helped spearhead the engineering department by desrgning many of
Mesa's capita/ improvement prolects'by exhibiting.super�orengmeering capabilities; and -
WHEREAS, RAY used his` extensive knowledge to ezam►ne'plans,by.private developers fo.'
insure 'newfacilities were constructed- in- accordance:with Mesa's standards, -and ;
liliHEREAS, RAY also examined plans by the Costa Mesa Sanitary :District to - insure
construction would proceed-smoothly and all State. Depaifinent of Health requirements were met, and
