PUBLIC COMMENTS None at this time. DISCUSSION ITEMS 1. CMSD Capital Improvement Projects CMSD District Engineer, Robin Hamers, provided updates regarding upcoming capital improvement projects, including the President Pump Station Reconstruction, Canyon Force Main Replacement and Pump Station Rehabilitation, Indus Street Phase 2 Sewer Main Relocation, and the Bristol Street Siphon Mainline Emergency Project. 2. Sacramento Advocacy (Mesa Water) MWD General Manager, Paul E. Shoenberger, shared that the District's legislative priority has been to defeat the proposed water tax, and he noted that this has been achieved. He provided an overview of the proposed bill and discussed the District's advocacy efforts in Sacramento. Discussion followed regarding the state's water infrastructure and its capacity during wet years. 3. SRO Assignment (NMUSD) NMUSD Board Member, Vicki Snell, shared that the District has two School Resource Officers (SROs) assigned to each city, but they would like to have three per city (two for high schools and one for elementary schools). Discussion followed regarding the Costa Mesa Police Department's staffing limitations. 4. Davis/Kaiser Fields - Project's Future (NMUSD) NMUSD Board Member, Vicki Snell, requested an update regarding the Davis/Kaiser Fields Project. Discussion followed regarding the project's contract review process and the possibility of obtaining outside funding from the state. 5. TeWinkle/California Field Renovation Project's Irrigation Feasibility Study (NMUSD) NMUSD Board Member, Vicki Snell, inquired about the funding for the Tewinkle/California Field Renovation Project. COSTA MESA SANITARY DISTRICT PAGE 3 MINUTES OF THE CITY/DISTRICTS LIAISON COMMITTEE MEETING HELD JURY 19, 2019 City Parks & Community Services Director, Justin Martin, noted that there has been no allocation of funds for this project. Discussion followed regarding prioritization of projects, allocations for NMUSD projects in the City's budget, and the City's efforts to correct the way its finances were previously recorded. Additional discussion followed regarding the City's use of park fees and planning future meetings between City and NMUSD representatives. 6. City of CM Sister City Program Funding for Australia Exchange (NMUSD) NMUSD Board Member, Vicki Snell, inquired about the status of the City's funding of the Costa Mesa Sister City Program. Discussion followed regarding the status of the funding and its inclusion in the City of Costa Mesa's budget. City Manager, Lori Ann Farrell Harrison, noted that City staff will develop a comprehensive report to address the status of funding for the NMUSD projects discussed at today's meeting. Discussion followed regarding potential future meetings on this topic between City and NMUSD representatives. 7. Leadership Update (City) Mayor Katrina Foley shared City updates, including the passing of a balanced budget (prioritizing public safety, homelessness, quality of life, and sustainability), linking 12 homeless individuals to permanent housing, opening the new public library, hiring a new City Manager, passing an Organics First Policy to eliminate the use of pesticides in parks, eliminating the use of Styrofoam at City facilities and events, and advocacy efforts in Sacramento. She added that the Los Angeles Chargers training camp will be starting soon. Mayor Pro Tem John Stephens added that the City hosted a successful Independence Day celebration. 8. 2019-20 Capital Improvement Program (City) City Public Services Director, Raja Sethuraman, provided an overview of the City's Fiscal Year 2019-2020 Capital Improvement Projects budget. He noted that the City also has a backlog of projects that they are catching up on this year. Mayor Katrina Foley added that there are plans to make improvements to Adams Avenue and City staff is looking into applying for grants for this project. Costa Mesa Bridge Shelter Update (City) City Parks & Community Services Director, Justin Martin, shared that the City is moving forward with the construction and design of its permanent shelter, which is anticipated to open in April 2020. 10. School Crossing Guards Program (City) Mayor Katrina Foley noted that the City funds school crossing guards and asked if NMUSD would help partner with the City to add two crossing guards to the Newport Boulevard and College Park areas. 11.
