A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA SANI-
TARY DISTRICT ESTABLISHING AUTHORITY OF STAFF MEMBERS OF THE
DISTRICT TO EXPEND FUNDS AS LIMITED BY ORDINANCE NO. 22 AND
STATING REASONS THEREFOR.
THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT DOES HEREBY
RESOLVE AS FOLLOWS: That
WHEREAS, Section 20803, Public Resources Code, limits expenditures of sani-
tary districts which can be made without competitive bidding; and that Ordinance 22
of the District was passed and adopted to limit expenditures on matters other than
sanitary sewer not to exceed Five Thousand ($5,000.00) Dollars; and
WHEREAS, the Board desires to establish limits on the Staff for expenditures
without Board approval;
NOW, THEREFORE, BE IT RESOLVED that for purchases up to Two Thousand Five
Hundred ($2,500.00) Dollars on matters other than sewer projects, District Manager/
Engineer is authorized to approve; that for purchases of Two Thousand Five Hundred
($2,500.00) Dollars to Five Thousand ($5,000.00) Dollars, the joint approval of
District Manager /Engineer and Director of Finance will be required; that for all
purchases exceeding Five Thousand ($5,000.00) Dollars, competitive bidding will be
required and that all expenditures shall appear on the monthly warrant list for
approval of the Board.
