Summary
Attached is the monthly report from Officer Roberts describing his enforcement activities in the month of March regarding scavenging of
recyclable materials, trash carts stored in public view and graffiti on trash carts.
Recommendation
That the Board of Directors receive and file this report.
Analysis
In the month of March, Officer Roberts approached eleven individuals he observed scavenging from CMSD trash carts. In the same
month he issued 102 warning notices to residents storing their trash carts in public view. Officer Roberts found no graffiti on trash carts in
the month of March.
Officer Roberts enforcement activities are described in more detail in the attached report.

Subject: Solid Waste Diversion Report
Summary
A total of 1,908.73 tons of solid waste were collected and recycled in March 2018.
Staff Recommendation
That the Board of Directors receive and file this report.
Analysis
Using data from CR&R's Recycling Report and OCC's Recycling Center Recycling Report, staff has calculated the diversion rate for the
last nine months at 60.56%. A total of 32,647.38 tons of solid waste materials have been collected, of which 19,770.80 tons have been
diverted away from landfills. In addition to curbside collection from CR&R, CMSD offers a variety of other waste diversion programs
including large item pickup, where white goods are collected. Attachment A is the fiscal year 2017-18 diversion rate support.

Subject: Consider Applicants for the Citizens Advisory Committee
Summary
On October 26, 2017, the Board of Directors approved the formation of a Citizens Advisory Committee (CAC) to give residents within the
District's service area an opportunity to become more involved in the community by advising the Board of Directors on key issues,
programs, and policies. As of April 4, 2018, the District has received ten (10) applications for the CAC.
Recommendation
That the Board of Directors considers applicants for the Citizens Advisory Committee.
Analysis
The Citizens Advisory Committee (CAC) will provide recommendations to the Board of Directors on key issues, evaluate the
effectiveness of current programs and policies, and assist in formulating new programs and policies. It will consist of up to eleven
(11) District residents and a total of six (6) members will constitute a quorum. CAC meetings will be considered public meetings. They will
be video-recorded and placed on the District's website and Board Docs for public viewing. Additionally, the CAC will conduct its meetings
in accordance with Robert's Rules of Order and the Ralph M. Brown Act.
CAC members will be invited to attend the District's upcoming Citizens Environmental Protection Academy (CEPA) in order to become
more acquainted with the District's functions and its partner organizations. As academy attendees, they will have the opportunity to
embark on tours of the District's headquarters, the District's LEED Certified Yard Facility, CR&R's Materials Recovery Facility, Orange
Coast College Recycling Center, Orange County Sanitation District's (OCSD) treatment facilities, and Orange County Water District's
(OCWD) Groundwater Replenishment System (GWRS). Upon the committee's commencement, the CAC will elect members to serve as
Chair and Vice Chair, each for a two-year term. Once the CAC's Chair and Vice Chair are elected, the CAC will meet on an as-needed
basis. Discussion topics may include, but are not limited to, the following:
Voting districts (at large or by-district)
New and/or existing solid waste diversion programs
Wastewater operations, including pipeline cleaning and pump station maintenance
Strategic Plan goals
Policies and procedures
Finance
Community outreach
Solid waste and wastewater rates
At this time, the District has received ten (10) applications for the CAC. These applications are attached to the staff report for the Board of
Directors to review. The Board of Directors will be asked to consider appointing these applicants to the CAC, along with any additional
applications received between now and the April 26, 2018 regular meeting.

these activities under the Public Info/Education/Promotion account in both the Solid Waste and Wastewater funds.

Subject: State Water Board Reissuing the Sanitary Sewer System Waste Discharge Requirements Order 2006-0003 DWQ
Summary
Officials from the State Water Resource Control Board (SWRCB) are considering possible revisions to the 2006 Sewer System Waste
Discharge Requirements (WDR) and the 2013 Monitoring and Reporting Program (MRP). The good news is that State officials are
reaching out to wastewater professionals and stakeholders to obtain their comments and feedback. Attached are the notes collected
from a workshop in Sacramento sponsored by the California Water Environment Association (CWEA) on January 10. Also attached is
the slide presentation from the January 10 workshop.
Recommendation
That the Board of Directors receive and file this report.
Analysis
As seen in the attachments, State officials have outlined several goals for updating the WDR, which include updating requirements for
present and future conditions, private systems and addressing changing wastewater and flow characteristics causing spills, to name a
few. One of the biggest concerns State officials heard from professionals and stakeholders is the lack of enforcement on private
wastewater collection systems. State officials have agreed to reach out to private wastewater collection systems to discuss the WDR
reissuance and possible regulation requirements.
The California Association of Sanitation Agencies (CASA) has been actively participating in the workshops and communicating their
concerns to State officials. CASA believes there are at least eight issues that need to be addressed before the WDR is reissued. The
eight issues are as follows:
1. Efficient and Effective Permitting
2. De Minimus Threshold
3. Regulation of Private Systems
4. Climate Change Consideration
5. Audit Schedule
6. Better Accuracy and Reliability of Data in the California Integrated Water Quality System (CIWQS)
7. Certification Issues
8. Streamlining Reporting
Attached is the letter to the SWRCB that describes in more details the issues identified above by CASA. CMSD, along with the Orange
County WDR Steering Committee, will continue to monitor the discussions with State officials and offer our suggestions as well. Staff will
update the Board on any new developments regarding this issue.

At this point, the SWRCB has stated its goals and is requesting opinions and discussion from the industry regarding potential revisions to
the existing WDR. When specific measures have been determined, the environmental determination of their impact will be performed.
Financial Review
There are no financial impacts to CMSD at this time; however, after State officials, wastewater professionals and stake holders have
agreed on the revisions to the WDR, staff will conduct an analysis to determine if any financial impacts to CMSD will occur as result of the
WDR reissuance.

Subject: Updated SSO Notification Reporting Guidelines
Summary
Every public agency in California that own and operate a wastewater system greater than one mile in length must notify and report all
sanitary sewer overflows (SSOs). Attached is the abbreviated and expanded guidelines for notifying nad reporting SSOs.

Analysis
Under the Statewide General Waste Discharge Requirement (WDR) Order 2006-0003, there are different SSO categories to report and a
list of different agencies to notify. To help public agencies in Orange County comply with the WDR, the Orange County Sanitation District
(OCSD) developed abbreviated and expanded guideline forms that describes the type of SSOs to report, initial notification timeframe,
Agency to notify by phone, the reporting timeframe and SSO notification contacts. Due to recent retirements at the Orange County
Health Care Agency (OCHCA), the forms have been updated to include new SSO contacts at OCHCA.
