A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA SANI-
TARY DISTRICT ESTABLISHING PROCEDURES AND STANDARDS FOR MAJOR
PRIVATE SEWER WORKS OF IMPROVIIMENI' ON PRIVATE PROPERTY AND
STATING REASONS THEREOR.
THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT DOES HEREBY
RESOLVE AS FOLLOWS:
THAT, WHEREAS, major private sewer projects may be undertaken on private
property such as shopping centers, industrial parks, multiple housing complexes or
other developments in areas off the public right -of -way and outside the jurisdic-
tion of the District; and
WHEREAS, said private projects may not meet applicable City or County plumb-
ing codes but do meet District standards relative to grade, pipe size and bedding,
frequency of manholes, need for pumping stations and force mains, and other Dis-
trict standards, although being within the requirements of applicable City or
County-plumbing codes; and
WHEREAS, the connection of said sewer projects to District facilities may
result in an impact for which the District facilities are inadequate or unprepared,
resulting in irreparable harm to District facilities;

THAT as a precondition to a permit to connect to District facilities, said
private property sewer project shall:
(a) Have had said sewer plans approved by the District Manager /Engineer;
(b) At the option of the developer of said sewer project, cause the
project to be inspected in its various stages of construction by the District
Manager /Engineer;
(c) Have deposited with the District a sum of money established by the
District Manger /Engineer against which the District may draw to cover said sewer
plan approval and inspection;
(d) Provide to both the District and the City of Costa Mesa or the County
of Orange, as the case may be, a registered civil engineer's certification that
said private sewer project constructed on private property and connected to Dis-
trict facilities was constructed in accordance with District's standards.
