A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA SANI-
TARY DISTRICT ADOPTING A LONGSTANDING POLICY ESTABLISHING
PROCEDURES FOR DETERMINING SOLID WASTE RATES ASSESSED ANNUALLY
AND STATING REASONS THEREFOR.
THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT DOES HEREBY
RESOLVE AS FOLLOWS:
THAT, WHEREAS, on June 5, 1968 the Board adopted Ordinance 4 declaring its
intention to form an assessment district to provide funds for solid waste pickup
and disposal; and
WHEREAS, thereafter and on July 25, 1968 Resolution No. 68 -198 was adopted
approving the assessment district with certain modifications; and
WHEREAS, said assessment provides for collection of solid waste from single
family and certain multi- family residences only; and
WHEREAS, procedures are necessary .for establishing methods and means of
calculating charges per residence;
NOW, THEREFORE, BE IT RESOLVED that the following procedure be established
for the determination of the annual unit charge for weekly solid waste collection:
1. That an Assessor's Computer Roll be obtained from the County Assessor
setting forth all AP numbers for real property within the District;
2. That the roll be examined by the District Staff to eliminate all real
property parcels which do not qualify for District service;
3. That periodically, at the direction of the Board, a field survey be made
jointly with the District Staff and a representative of the Solid Waste Contractor
to ascertain the correctness of the Assessor's Roll after elimination of non-
qualified parcels;
4. That the District Treasurer prepare a report setting forth a sum of
money to be assessed annually against each unit to be served, taking into account
District annual obligations to its Solid Waste and recycling Contractors and such
other reasonable charges as may be necessary -to, conduct the administration of the
District;
5. That such report be presented at a noticed public hearing for approval;
6. That the Assessor's office for the County of Orange be advised of the
final approved charge and presented with the corrected roll so that the annual fee
may be placed on the tax roll and collected in this manner.
