Notice Inviting Proposals - Solar Photovoltaic System COSTA MESA SANITARY DISTRICT ORANGE COUNTY,CALIFORNIA NOTICE INVITING SEALED PROPOSALS(BIDS) NOTICE IS HEREBY GIVEN that the Board of Directors of the Costa Mesa Sanitary District invites and will receive sealed proposals (bids) for furnishing all labor, materials, equipment, transportation, permits, and other items necessary for designing and constructing of the following project: Solar Photovoltaic System at CMSD Headquarters Bids will be received by the Costa Mesa Sanitary District office at 290 Paularino Avenue, Costa Mesa, California, 92626 until the hour of 10:00 a.m.on the Ste day of February 2018(Thursday),at which time they will be opened publicly and read aloud in the Board Conference Room. Sealed proposals shall bear the title of the project and the name of the bidder. Any bid received after the scheduled bid opening time shown above will not be accepted and returned to the bidder unopened. It shall be the sole responsibility of the bidder to seal and deliver the bid proposal to the District office at or before the time specified in this notice provided. A set of the approved contract documents including plans and specifications may be obtained at SABP Reprographics,2372 Morse Avenue,Irvine,CA 92614, (949)756-1001 (e-mail:workorder@sabp.com). Copies of plan holders list may be obtained any time by direct email to SABP,workorder@sabp.com. The Contractor shall comply with the provisions of the California Labor Code,the prevailing rate and scale of wages determined by the Director of the Department of Industrial Relations, State of California. Prevailing rates shall be paid to all workers employed in the performance of the contract. Such rates of wages are on file with Department of Industrial Relations and in the office of the District and are available to any interested party upon request. The contractor is responsible for all penalties prescribed for noncompliance to these provisions. Each bid shall be submitted on the Bid Proposal Form furnished as part of the contract documents, and shall be accompanied by a certified check, a cashier's check or a bidder's bond in an amount not less than 10-percent of the amount of the bid,made payable to the Costa Mesa Sanitary District. The check or bond shall be given as guarantee that the bidder will enter into a contract with the District and furnish the required payment and performance bonds and certificates of insurance and endorsements if awarded the work. The check or bond will be declared forfeited if the successful bidder does not enter into the contract or furnish the required bonds and insurance forms under the time frame specified in the construction agreement. A mandatory pre-bid meeting and walkthrough of CMSD's HO rooftop,is scheduled for Wednesday,January 24,2018 at 9:00 am. It is imperative that the bidders carefully review this notice and the District's standard construction agreement and insurance forms. The successful bidder will be required to comply with all requirements in the standard construction agreement and insurance forms. In the event of failure or inability to meet these requirements after the award of contract,the District shall have the right to reject the bid and/or declare a forfeiture of the bid bond. Pursuant to California Contract Code Section 22300, CONTRACTOR will be entitled to post approved securities with the District or an approved financial institution in order to have the District release funds retained by the District to insure performance of the contract. No bidder or subcontractor shall be listed in a bid proposal unless registered with the Director of Industrial Relations pursuant to Labor Code Section 1725.5. Liquidated damages in the sum of $250 per day shall be imposed for each unexcused day beyond the contract completion date. Project Objective — Maximize the District's energy savings under the appropriate SCE "Net Energy Metering"regulations and applicable rate schedules. 2. SCE Interconnection Agreement— TOU grandfathered for 10 years 3. License Required: Class A or Class B with a C10 4. Scope of Work a. 15-Minute Interval Data —Available in Excel b. Design a PV System that will achieve the District's objective. System must include: • Mounting system shall limit roof penetrations. Mounting system design needs to meet applicable local building code requirements with respect to weather and earthquake factors. • Conduit penetrations shall be minimized. • System shall be fixed tilt with an orientation that maximizes annual electricity savings. • All roof access shall be securely locked at the end of each day. • System layout shall meet local fire department, code and ordinance requirements for roof access. c. Describe the maintenance required to ensure that the PV System continue to operate efficiently during the useful life of the equipment, and should quantify the ongoing costs that District may incur for this maintenance. d. Interconnection Agreement Requirements a. Single Line Diagram Deficiency Please update Single-line diagram to include Signed PE stamp. Please reference Section 5.2 of most recent NEM Interconnection Handbook for more details b. Plot Plan showing the location of the manual visibly open and lockable open AC disconnect switch with reference to the utility meter (SCE shall approve prior to installation). Note that this is a different plot plan from the plan that is required for NEM Aggregation projects. Please provide a Plot Plant indicating where AC Disconnect in regards to the meter and panel. Please reference Section 5.5.6 of most recent NEM Interconnection Handbook for more details c. Signed PE (from CA licensed Professional Engineer) Stamp on Single Line Diagram for Line-Side Connection Please reference Section 5.2 of most recent NEM Interconnection Handbook for more details d. Final Inspection (AHJ) Please submit AHJ once construction is completed. e. Inverter Settings Please submit inverter settings for each inverter sized greater than 30kW once construction is completed. Please reference Section 6.1 and Appendix D of most recent NEM Interconnection Handbook for more details. 6. Contractor Qualifications and Requirements a. Contractor must have a minimum of five years of experience designing, procuring and installing solar photovoltaic systems. b. Contractor must describe his/her technical approach to the design and construction of the solar project including: • Technical Approach, Design, Equipment, Installation Panel, inverter, racking specifications, equipment and workmanship warranties • Exhibits showing proposed layouts and system single line diagram • Report indicating electricity production of the PV System capabilities of battery storage • Projected 20-year financial performance of system • Proposed monitoring system/solution • Maintenance plan offered for the project CMSD Solar Photovoltaic System MANDATORY PRE-BID CONFERENCE January 24, 2018 Page 3 of 4 c. Contractor must describe the guaranteed level of year-1 PV System electricity generation, as well as any guaranteed level of year-1 reduction in SCE charges. Specify the forecasted reduction in generation and savings for 20 years, and proposed remedies if system does not meet anticipated targets. d. Signage Requirements SCE may at its discretion require decals to be installed on generation facilities. c. Contractor contact the SCE Engineer assigned to District's project to coordinate decal pick up at the local service center. d. Contractor will submit the following prior to scheduling the commissioning test and to expedite the technical review: • Photos of the manual, visibly open, and lockable AC disconnect; • A plot plan showing the location of the manual, visibly open, and lockable AC disconnect with reference to the utility meter (SCE shall approve prior to installation) c 8. Scheduling a Commissioning Test The assigned SCE Engineer will work with you to try to schedule a commissioning test of the project soon after the final inspection by the City of Costa Mesa. Please let the Engineer know in advance when you anticipate scheduling the final inspection 9. Bonds & Insurance a. 10% Bid Bond b.
