A. Call To Order CMSD Board Secretary, Arlene Schafer, called the meeting to order at 8:07 A.M. State Legislation (MWD) MWD General Manager, Paul Shoenberger, discussed pending state water legislation, including SB 623 and SB 998. He noted that the Association of California Water Agencies (ACWA) opposes both pieces of legislation, unless amended. Discussion followed regarding the purpose of SB 623's proposed water tax, the votes necessary to pass the bill, and the bill's potential impact. There were no further comments or discussion. Discussion: 2. Statewide Water Bonds (MWD) Mr. Shoenberger provided a brief overview of the proposed state water bond. He noted that ACWA supports the bond. There were no comments or discussion. Discussion: 3. Solar Photovoltaic System on HQ Rooftop (CMSD) CMSD General Manager, Scott Carroll, shared that CMSD's Board of Directors will consider awarding a contract for the installation of solar panels on the District headquarters' roof. He noted that the project would reduce greenhouse gas emissions, dependency on fossil fuels, and CMSD's energy costs. Discussion followed regarding the 10-year payback period for the solar panels. There were no further comments or discussion. Discussion: 4. Illegal Dumping in Wastewater System (CMSD) Mr. Carroll shared that a licensed contractor was caught dumping concrete directly into CMSD's wastewater system. He noted that a report has been compiled and will be sent to the Orange County District Attorney. Discussion followed regarding a similar incident that occurred in the City of Orange, the critical intervention of residents who witnessed the incident, and the importance of reporting the incident to the Contractors State License Board. There were no further comments or discussion. Discussion: 5. Arlington Bioswale Project (City) City Public Services Director, Raja Sethuraman, provided an update regarding the Arlington Bioswale Project. He noted that the project is expected to be COSTA MESA SANITARY DISTRICT PAGE 3 MINUTES OF THE CITY/DISTRICTS LIAISON COMMITTEE MEETING HELD MARCH 16, 2018 completed in May and will include a bioswale, an improved storm drain system, and a new bicycle trail. Discussion followed regarding the need for the project and the project's funding. There were no further comments or discussion. Discussion: 6. Fire Station 1 Project (City) Mr. Sethuraman shared that the City is making improvements to its Fire Station 1 (located on Adams Avenue and Royal Palm Drive) that include creating ample space for an emergency response area and emergency supply storage. He added that the building is LEED gold certified and that the project is expected to be complete by July. Discussion followed regarding traffic signal preemption, ambulance and fire fees, and the fire station restrooms. There were no further comments or discussion. Discussion: 7. Bristol Street Median (City) Mr. Sethuraman provided an update regarding the Bristol Street projects, which include repaving, the installation of a new traffic signal, and the installation of a new median. He noted that the traffic signal will be complete next Monday and the median is expected to be complete by April. Discussion followed regarding the projects' funding, the quality of Orange County's streets, and issues that impacted Bristol Street prior to these projects. There were no further comments or discussion. Discussion: 8. Placentia Avenue Median (City) Mr. Sethuraman shared that the City is also constructing a median on Placentia Avenue due to the frequency of traffic accidents in between Adams Avenue and Wilson Street. He noted that the City is working with the Mesa Water District to design median landscaping for this project. Discussion followed regarding the City's process for obtaining grants. Councilman John Stephens added that the City will be constructing a median on Harbor Boulevard next. There were no further comments or discussion. Lion Park Projects (City) Mr. Sethuraman provided an update regarding the Lion Park Projects, which include the construction of a new library and community center. He noted that the project is expected to be complete in early 2019. Discussion followed regarding the capacity and cost of renting the new community center. There were no further comments or discussion. Discussion: 10. Portable Restrooms (City) Councilman Stephens shared that he met with Mr. Carroll and City Public Affairs Manager, Dan Baker, in order to discuss the proposed Portable Restroom program. He noted that a survey will be conducted to obtain community feedback and the program may be brought back to the City Council in April or May. Discussion followed regarding the proposed restroom locations and the importance of gathering data prior to implementing the pilot program. Mr. Carroll added that CMSD staff reached out to other cities that have implemented similar programs and found that the portable restrooms have been successful in reducing public urination and defecation in surrounding areas. He added that CMSD will be conducting a survey with the help of Second Chance Orange County prior to bringing the item back to the City Council. Discussion followed regarding the clearing of the Santa Ana River Trail homeless encampments and its impacts on the City of Costa Mesa. There were no further comments or discussion. Discussion: 11. Pesticides (City) Mr. Sethuraman shared that the City of Costa Mesa is working with the Irvine- based group, Non Toxic Irvine, to reduce the amount of pesticides used in parks and public areas. He noted that City staff is in the process of testing organic products as an alternative to pesticides. Discussion followed regarding the timeline for presenting this project to the City Council and other agencies' experiences with utilizing organic products. Secretary Schafer asked if the representatives from NMUSD had anything to share. NMUSD Superintendent, Fred Navarro, thanked the City of Costa Mesa and the police department for their support during the March 14 National School COSTA MESA SANITARY DISTRICT PAGE 5 MINUTES OF THE CITY/DISTRICTS LIAISON COMMITTEE MEETING HELD MARCH 16,2018 Walkout. He noted that no NMUSD students walked out. Additionally, Mr. Navarro provided a brief update regarding NMUSD's proposed Wi-Fi project. There were no further comments or discussion. C.
