Minutes of Adjourned Meeting of the
Board of Directors of the COSTA MESA
SANITARY DISTRICT held at 2067 (rear),
Newport Avenue, Costa Mesa, California,
July 13th, 1954.
Present: Directors TeWinkle, Nelson, Lord,
Norman, Meyers.
Attorney Anderson
Engineers: Warren Messing
Robert Bulot
Secretary Owen
Inspector Carver
This is an adjourned meeting originally adjourned from
Regular.Meeting July 1st to July 8th and day to day
thereafter until``tAe Gate. =-
Meeting called to order at 7 :30 P.M. by President TeWinkle ,
Subjects held over from Regular Meeting include consideration
of Report by Engineer Bulot covering data and estimate of
construction cost for use in preparation ly Attorneys of
General Bond Issue Proposal for annexed parcels Nos.12 -13
and 16.
Engineer Messing presented a map showing the 3 parcels in
question.-The original Report was in the hands of Attorney
Anderson.
At this point Director Meyers presented a letter and re-
quested same be read. Following is a copy of such letter as
read by Secretary, original of which is attached hereto and
made a part of these Minutest

Fellow Members of The Costa Mesa Sanitary Board,
I would like to make the following recommendations
to the members of the board.
It is my opinion that.uHandling of the Business
and Office of the Dist." is in need of a compplete
reorganization, in order to. properly take care of the
fast growing business of the Dist.
{ First: - I think that the Board should hire man, to be
trained by and to help Forest Owen to keep the office open
more hours a day, get all records up to date, set up a
simple bookkeeping.system under the supervision of some
firm of C.P.A. accountants giving quarterly audit of all
funds and an annual certified report.
Second; - It is my belief that the Francis H. Bulot Engineers
have not given the Costa Mesa Sanitary Dist.the kind of servi-
ces that we were entitled to receive.
Under their inspection I am sure that we were not getting the
quality of workmanship that we wanted or that we had u right
to expect on the installation of house connections.
There are a great number of other unsatisfactory incidents and
therefore I recomend that the board terminate the services of
the Bulot Engineering.

There followed discussion and comment on the abote with particular
reference to that portion unddr "Second" item.
Continuing discussion of Report.on proceedings for Bond Proposal
Attorney Anderson stated that he has been in conference =with Bond.
Attorneys OlMelveny & Myers. A question-arises as to powers of
District to levy tax in payment of Bonds proposed and also
Include the areas under such Bond Proposal in District tax levy
account original Bond issue. No definite opinion has yet been
obtained from Bond Attorneys on this question.. Legislation might
be required to correct. Attorneys fees of O'Kelveny & Myers in
connection with this Bond Proposal would amount to $550.00;
On the question of "Border" property using existing sewer maine
where permission to do so is granted by Board, it was decided
to exact an initial deposit of #150.00 and upon motion by Lord,
seconded by Meyers, such was the Order. effective June. 30th,1954.
It was moved by.Director Nelson, seconded by Director Meyers, that
a letter of notification terminating his employment be addressed
and delivered to,Inspeotor William P. Carver, such terminating
to be effective August 15th, 1954, and hours of service to be
limited to 48 hours per week.
Director Meyers discussed the case of one Gentoni result.of
inspection whereupon it was moved by Norman, seconded by Nelson,
that the house connection line in this case which had been bad -
filled without actual inspection be allowed to rest "as is ".Carried.

Secretary was informally authorized and instructed to
— obtain applications for employment in positions of Inspector
and necessary to organize personnel of District to meet re-
quirements.
Secretary mentioned preparation of Annual Budget and Tax
