Reso 2017-896 RESOLUTION NO. 2017-896 RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT AUTHORIZING SUBMITTAL OF APPLICATION FOR THE COUNTY OF ORANGE FOURTH CYCLE REGIONAL RECYCLING AND WASTE REDUCTION GRANT FOR WHICH COSTA MESA SANITARY DISTRICT IS ELIGIBLE WHEREAS, The County of Orange authorizes OC Waste & Recycling to administer various Grant Programs in furtherance of the State of California's efforts to reduce, recycle and reuse solid waste generated in the State thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority the County of Orange, OC Waste & Recycling is required to establish procedures governing the application, awarding, and management of the grants; and WHEREAS, Grant Application procedures require an Applicant's governing body to authorize by resolution its approval for submittal of the Grant Application(s) identified below, and the designation by job title of the individual authorized to execute all Grant documents on behalf of the Costa Mesa Sanitary District; and WHEREAS, if awarded, the Costa Mesa Sanitary District will enter into a Grant Agreement with the County of Orange, OC Waste & Recycling for implementation of said Grant(s). NOW, THEREFORE, BE IT RESOLVED that the Costa Mesa Sanitary District Board of Directors authorizes the submittal of application(s) to OC Waste & Recycling for all grants for which the Costa Mesa Sanitary District is eligible. BE IT FURTHER RESOLVED that this authorization is effective for May 1, 2017 through April 30, 2022; time period not to exceed five (5) years; BE IT FURTHER RESOLVED that General Manager, Scott Carroll, is hereby authorized and empowered to execute in the name of the Costa Mesa Sanitary District all grant documents, including but not limited to, applications, agreements, amendments and requests for payment, necessary to secure grant funds and implement the approved grant project. BE IT FURTHER RESOLVED that the Board President, Michael Scheafer, has delegated his signature authority to the General Manager, Scott Carroll.
