This time has been set aside for persons in the audience to make comments on items within the subject matter
jurisdiction of the Costa Mesa Sanitary District that are not listed on this agenda. Members of the public will have the
opportunity to address the Board of Directors about all other items on this agenda at the time those items are considered.
Under the provisions of the Brown Act, the Board of Directors is prohibited from taking action on oral requests but may
refer the matter to staff or to a subsequent meeting. The Board of Directors will respond after public comment has been

B. ITEMS OF STUDY
Summary
The District offers a free DoortoDoor Household Hazardous Waste (HHW) collection program for District residents who
may not otherwise have the ability to recycle or dispose of their hazardous materials at permanent HHW facilities. Staff is
providing the Board of Directors with an update on the program.
Analysis
The DoortoDoor HHW collection program allows District residents who are 62 years of age or older, immobile or certified
disabled individuals to dispose of their HHW materials. The DoortoDoor HHW collection program works as follows:
1. District residents call the District or CR&R at (949) 6464617 Monday through Friday from 8:00 a.m. to 5:00 p.m.
to schedule a pickup.
2. CR&R will verify the quantity and type of HHW materials to be collected. (Verification of age and physical status is
currently based on the honor system, residents are not asked to provide documentation).
3. CR&R will coordinate the pickup time and provide information on how to properly store and package the HHW
materials.
4. On the collection day, the District resident must place the bags or containers at the front of their house by 7:00
AM. The District resident does not need to be home for the items to be collected.
5. On the collection day, CR&R will collect the items.
6. At the end of each month, CR&R bills the District $98.00 per collection.

Goals 2.00 Solid Waste
For the current fiscal year, there have been 20 requests for pickups. Staff promotes this program on the District website,
newsletter, social media, and in the Costa Mesa Recreation Guide. Noneligible residents can take their HHW materials to
any of the permanent HHW facilities in Orange County. The closest facility to Costa Mesa is located in Huntington Beach
at 17121 Nichols St. Gate 6.
Legal Review
Not applicable at this time.
Environmental Review
The DoortoDoor Household Hazardous Waste (HHW) collection program is not a disturbance of the environment similar
to grading or construction and does not constitute a project under CEQA or the District’s CEQA Guidelines.
Financial Review
For Fiscal Year 20162017, the program budget is $40,000. To date, the District has only spent $4,727.10. Staff will
continue to monitor this program.

B. ITEMS OF STUDY
Summary
The District has solicited qualified public opinion research firms to conduct citizen survey research and analysis. The
purpose is to seek feedback regarding the level of satisfaction among District rate payers. The goal and objective of the
study is to:
Achieve a statistical valid participation ratio to make feedback relevant;
Assess rate payer opinion of the District’s current rate structure for both solid waste and sewer services;
Obtain a level of satisfaction for services provided by the District and areas for improvement;
Identify resident awareness of solid waste and sewer programs.
Analysis
Staff has awarded the contract to Probolsky Research, LLC to conduct citizen survey research and analysis. As such,
Probolsky Research has concluded their research and compiled a Final Report to present findings to the Board of Directors
for review and comment. The information collected from the survey will enable the District to enhance public trust,
transparency and quality of service.

under CEQA or the District’s CEQA Guidelines.
Financial Review
There is $30,000 budgeted in professional service for a Customer Satisfaction Survey in both the 201516 and 201617
fiscal years. Finance staff has submitted a carryover request to the Board to bring forward the 201516 monies to cover
the additional funds need for the agreement. Therefore, there are sufficient funds available for this contract.
