AN ORDINANCE OF THE BOARD OF DIRECTORS
OF THE COSTA MESA SANITARY DISTRICT
AUTHORIZING RECENT CCTV INSPECTIONS
TO BE USED FOR OTHER CONSTRUCTION
WITHIN THE YEAR
WHEREAS, the Board of Directors has adopted an Operations Code that
requires a CCTV inspection whenever a condominium conversion is proposed, or
whenever remodels of a certain value are proposed, whenever an enlargement
of 300 square feet is to be added, or whenever two or more fixtures are added;

and
WHEREAS, on occasion, a property owner or developer will propose
multiple additions or enlargements within one year; and
WHEREAS, it is unnecessary for more than one CCTV to be performed
within that year and the Board desires to allow a CCTV for a lateral to be valid for
other projects, additions or enlargements using the same lateral if the CCTV is
one year old or less and shows a lateral that is running free and clear;
WHEREAS, the Board does hereby desire to allow such CCTVs to be
used for a one year period for other projects as specified herein.
NOW, THEREFORE, the Board of Directors of the Costa Mesa Sanitary
District does hereby ORDAIN as follows:
Section 1. That Section 6.03025 is hereby added to the Costa Mesa
Sanitary District Operations Code to read as follows:
6.03.025 Exception if Recent CCTV Exists. Property owners shall not be
required to cause an inspection of their sewer lateral as provided in 6.03.020,
above, if:
a) a condominium conversion is proposed, or
b) a major remodel costing in excess of$50,000 is proposed, or if an
enlargement of over 300 square feet is proposed to be added to a
dwelling, or
c) two or more plumbing fixtures are added,
and at the time the permit is applied for and fees are paid, there is on file
a copy of a CCTV for the sewer lateral that is less than one year old and
has been accepted by the District as showing that the lateral is running
free and clear.
