Minutes - Board - 1954-04-01FF- F-- Minutes of Regular Meeting of the Board of Directors of the Costa Mesa Sanitary District held at -2057 (rear),Newport Avenue, Costa Mesa, California, April lst,1954: Present: Directors T @Winkle, Nelson, Lord, Norman, Meyers. Carver Tony Palafarri Mr. Bartlett Mr. Clark Jas.Gallacher Sleeting called to order by President TeWinkle at 7:30 P.M. /i r� First order of business - hearing on Petition to Annex Parcel No/.15'-(Oliver George) Petition presented. No protest being filed in person or in writing, hearing was declared closed. Moved by Director Meyers, seconded by Director Norman, that Petition be granted. and Order issue in regular form accepting annexation and that Attorney Andersonbe directed to prepare and file such Order with County Board.of Supervisors. Motion carried. Hearing closed. Minutes of regular meeting March 4th read and approved. Minutes of Special Meeting March 12th read and approved. I Following bills read, and on motion by Nelson, seconded by Lord, ordered paid: $3430.97 Report on violations of Ordinance No.h. Written report of Engineer Messing, of 3 cases apparent violation of provisions of Ordinance was read and upon motion by Director Meyers, seconded by Director Lord, complaint was ordered filed in each case and matter referred to Attorney Anderson for attention. Motion carried. A Petition from certain portions of Lot 28 F.V.F. was presented by Mr. Bartlett requesting exclusion:; from 1911 Act Proceedings of Annexed Area No.12 and upon motion by Lord, seconded by Norman, Petition was granted and the property covered thereby declared excluded from such proceedings and participation in cost of condtruction under same. In connection with above action it was understood that an 8" Sewer Main along the West side of Harbor Boulevard connecting with existing District line at intersection RUNNING EXPENSE FUND: 1183 - C. Matter of proposed annexation of area North of 21st Street discussed and tentative decision reached to announce a meeting and notify property owners of same to be held at Main School Auditorium on a date to be determined - preferably Wednesday evening April 21st. Employment of Wm. Carver proposed and discussed, whereupon it was moved by Director Nelson, seconded by Director Lord, that Wm. Carver be employed as Inspector on hourly basis at the'rate of $2.25 per hour including his use of personal automobile with a guaranteed minimum of 40 hours per week and that he be gi?gen 30 day notice of termination of employ- ment. Motion carried and so ordered. •. Secretary Owen tentative plane and intention to engage in outside and other activities. On question of "Filling of Cess- pools" it was mutually agreed no action would be taken by the District Board at this time. Inspector Carver to take over supervision and checking Li *t Station in Newport Vista Tract about the 15th of April. ,President announced that the District office would resume issuance of House Connection Permits immediately ,,except in cases of new building construction when City of costa Mesa would continue to handle.
