A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DIS-
TRICT SUPPORTING THE PASSAGE OF ASSEMBLY BILL 1312 RELATING TO THE
FUNDING OF WATER RECLAMATION PROJECTS; FINDING AND DECLARING A NEED FOR
SAID FUNDING AND GIVING REASONS THEREFOR.
THE BOARD OF DIRECTORS OF THE COSTA MESA SANITARY DISTRICT DOES HEREBY FIND
AND DECLARE AS FOLLOWS:
That the reasons set forth in Section 14101 of Assembly Bill 1312 are valid
reasons for the adoption of said Assembly Bill and are found and declared to be
the findings of the Board of the Costa Mesa Sanitary District.
The Board further finds and declares that there is no unlimited water
supply in the State of California because of greater use and re- occurring drought
periods which make water a more valuable natural resource.
The Board further finds and declares that sharing of the Colorado River
water with the State of Arizona will reduce California's source of this valuable
natural resource.
The Board further finds and declares that existing planning, research and
development and construction of treatment works for water reclamation are inade
quately funded.
The Board finally finds and declares that Assembly Bill 1312 will provide
an adequate and reasonable source of funding for water reclamation projects and is
worthy of support of this District.
Accordingly, the following RESOLUTION is adopted:
RESOLVED that the Board of Directors of the Costa Mesa Sanitary District
adopt the findings and declarations as set forth in Section 14101 of
Assembly Bill 1312 as its own;
BE IT FURTHER RESOLVED that the Board of Directors of the Costa Mesa
Sanitary District extend its support to the passage of Assembly Bill
1312 as a reasonable method of financing water reclamation projects;

BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to
the appropriate legislative committees and houses in Sacramento, ex-
pressing the Board's support;
BE IT FINALLY RESOLVED that a copy of this Resolution be made a part of
the permanent records of the District.
