MINUTES OF BOARD OF DIRECTORS SPECIAL MEETING
DECEMBER 14, 2015
CALL TO ORDER The Board of Directors of the Costa Mesa
Sanitary District met in special session on
December 14, 2015 at 9:00 A.M. at 628 W.
19`" Street, Costa Mesa.
ROLL CALL DIRECTORS PRESENT: Michael Scheafer, Arthur Perry, Robert
Ooten, Arlene Schafer, James Ferryman
DIRECTORS ABSENT: None
STAFF PRESENT: Scott Carroll, General Manager; Alan Burns,
District Counsel; Noelani Middenway, District
Clerk.
OTHERS PRESENT: None
PUBLIC COMMENT
President Scheafer invited members of the public to address the Board of Directors.
Seeing no one, President Scheafer closed public comments.
ADJOURN TO CLOSED SESSION
Conference with Legal Counsel — Anticipated Litigation
Significant exposure to litigation pursuant to para (2) of subdivision (d) of Government
Code Section 54956.9 (1 case)
President Scheafer adjourned to closed session at 9:04 A.M.
Noelani Middenway, District Clerk, exited the meeting at this time.
RECONVENE TO OPEN SESSION
President Scheafer reconvened to open session at 9:33 A.M.

Noelani Middenway, District Clerk, reentered the meeting at this time.
President Scheafer reported that no reportable action had been taken.
COMMUNITY SURVEY
Recommendation: That the Board of Directors discuss the content of a community
survey and direct staff to solicit request for proposals to hire a research firm for
conducting a community survey.
The Board of Directors directed staff to disseminate a community survey in the fall of
2016 with an emphasis on the Organics Recycling Program.
ADJOURNMENT
There being no further business to come before the Board, President Scheafer
adjourned the meeting at 9:55 A.M.
