Minutes - Board - 1951-12-15Minutes of Special Meeting of Board of Directors of the Costa Mesa Sanitary District held at 2057 (Rear) Newport Avenue Costa Mesa California December 15th 1952 Present: Directors TeWinkle Nelson Lord Norman Meyers Attorney Anderson Engineers Francis H Bulot Robert Bulot Warren Messing Secretary- Project Manager F B Owen Contractor Michael Izzi Meeting called to order at 7 :30 P M by President TeWinkle Purpose of Special Meeting announced by President, to consider payment of Final Estimate of Construction Cost as originally submitted at Regular Meeting November 6th 1952. Project Manager advised that Notice of Completion was filed with. the County Recorder on November 7th 1952, and was recorded on that date per certificate of County Recorder herewith presented; that 35 days having elapsed since the date of such certificate of record in accordance with terms of Official Contract dated March 8th 1951, and no liens or claims of any nature having been received by the 40 Costa Mesa Sanitary District, Final Estimate in the sum of $105 819 75, and the following bill in support of same presented. SEWER CONSTRUCTION FUND Warrant No Name Amount 136 Michael Izzi 105 819 75 It was moved by Director Nelson seconded by Director Norman that Final Estimate be accepted and warrant drawn in payment of same.`. Motion carried by unanimous vote of Directors present. Incident to consideration of action on Final Estimate as above, various phases of construction and present condition of facilities covered thereby were discussed. Director Nelson reported on obser- vations of Inspection party consisting of President TeWinkle, Directors Nelson and Meyers and ?roject Manager Owen which toured the District Saturday December 13th, examining lines at various points for water infiltration and other conditions, there being no conditions found not in conformity with Contract requirements or affecting the legality or propriety of Final Estimate claim. Conditions were commented on by Engineers Bulot and Messign and 4-10`. Contractor Izzi and complete understanding had by the Board of Directors that same were deemed satisfactory and conforming to the terms of Contract and good practice. Engineer Messing described method and state of connections of District lines with County Sanitation District No 6 Trunk 2 Lines, same being upon completion of Sanitation District No 6 Trunks, bulkheaded, the removal of such bulkheads only, being necessary, when final connection and use of both District and No 6 lines becomes feasible. Secretary Owen read copy of letter addressed to Sanitation District No 6 under date of October 31st 1952,-and reported his attendance.at Board of Diroctorst meeting of Sanitation District No 6, when such letter was received, read and ordered filed. Secretary announced the selling of the last of 3 Tax Notes, $100 000 00, to meet Final Estimate Payment, which Note returned interest in the sum of $2420 00; credited to Running Expense Fund. President TeIATinkle, Engineer Bulot, Engineer Messing and others, having voiced their appreciation of the work,and relations of Contractor Michael Izzi, it was moved by Director Norman, seconded by Director Meyers that the Board of Directors, Officers and Employes of the Costa Mesa'Sanitary District join in expression of appreciation to Mr Izzi for his cooperative relations with them and the public and the manner in which he performed his-part of the Contract dated March 8th 1951, culminating in the action of 40 this meeting as above. Best wishes. Motion carried. Mr Izzi in turn thanked the Board and all concerned and assured his continued cooperation in any manner possible. Engineer Messing presented a letter proposal from Mr Francis H Bulot covering future engineering services to the District, which matter upon understanding was held over until next regular meeting of the Board. In the meantime Plfr Bulot volunteered to inspect any and all House Connection work performed by others than Michael Izzi under Permits . issued through this date, on the same basis as terms of Contract dated June 14th 1951, until further notice. Director Lord moved and Director Meyers seconded that the terms and conditions of Contract dated June 14th 1951, governing Inspec- tion and Recording As -built house connections, be applied to any House Connections installed by contractors other than Mr Izzi under Permits issued to such contractors in regular manner, until further notice.
