P M November 19th 1951.
Present: Directors TeWinkle, Nelson, Lord, Norman Meyers.
Attorney Anderson. Engineer Bulot. Collector
Kenneth C Price. Secretary F B Owen.
Meeting called to order at 7 :30 P M by Director Nelson, acting
as Chairman pro ten in absence of President TeWinkle.
Bill of Tax Collector for 1951 -52 real estate taxes on dump site,
Warrant No Don S Mozeley 23 26
on motion by Lord seconded by Norman, same was ordered paid.
Moved by Director Lord seconded by Director Meyers that effective
October ist 1951, F B Owen, Secretary - Project Manager, be allowed 7
cents per mile, actual mileage, for use of his own automobile or
truck when traveling within and outside of Costa Mesa Sanitary
District on business of the District) together with personal expenses
incurred outside the District when so engaged. Motion carried."
It was moved by Director Meyers seconded by Director Lord, that for
the sake of the record and the benefit of the County Auditor, the
action of the Board in allowing monthly, and that of the President and
Secretary in signing warrants to cover, actual mileage traveled
within and without the Costa Mesa Sanitary District, when using his
own automobile or truck, by F B Owen, Secretary- Project Manager,
at the rate of 7 cents per mile, retroactive to April 1st 1949,
be ratified. Motion carried."
President TeWinkle appeared and assumed the Chair.
Resolution accepting certain easements granted by G B Lovejoy et al
in Tract 1162, presented and upon motion by Norman seconded by Meyers,
same were ordered accepted and recorded.
Proposed District Ordinance No 2 read by Attorney Anderson. Proposed
Ordinance No 2 was then adopted by the following roll call vote:
Ayes: Directors TeWinkle, Nelson, Lord, Norman, Meyers
Noes: Directors: None
Absent :Directors: None
Roll call taken on motion by Norman seconded by Nelson. Carried.
Draft of proposed Rules, Routes and Collection Schedules, to be
produced in card form, submitted and discussed and agreed upon.
Secretary authorized to have necessary number, form .and size printed
and distributed to householders and properties
Engineer's Report:
Mr Bulot described the location and design of
DO 2
Sanitation District No 6 "Newport Avenue Trunk" as contemplated by
it Report, a portion of which lies within the limits of Costa
Mesa Sanitary District as now existing between 18th and 17th streets
and along a portion of said streets and to Pomona street, and he
suggested and recommended the feasibility and propriety of the pro-
vision of such portion of the said Trunk Line, being constructed by
and becoming the property of the Costa Mesa Sanitary District, thus
giving the use of said line to the Sanitary District and avoiding
duplication of construction and cost. Upon examination of the
subject and full consideration of the economic value and practicabil-
ity of such action, a motion was made by Director Norman seconded by
Director Meyers that the Costa Mesa Sanitary District bear the
expense of constructing that portion of Trunk Line so described at
an estimated cost of $24 145 00, and that the additional footage
involved, per estimate submitted by Engineer, be authorized. Motion
carried.
Discussion of proposed increase in size of sewer main on Victoria
west of Newport Avenue was had. No formal action taken at this time.
