Minutes - Recycling - 2009-07-220 • COSTA MESA SANITARY DISTRICT MINUTES OF RECYCLING COMMITTEE MEETING July 22, 2009 The Costa Mesa Sanitary District Recycling Committee met at 12:00 p.m. at 628 W. 19th Street, Costa Mesa. Directors Present: Robert Ooten and Gary Monahan Staff Present: Rob Hamers, Tom Fauth, Joan Revak, Sherry Kallab, Denise Gilbert Others Present: Trisha Throop, Community Relations Recycling Coordinator CR &R Director Ooten called the meeting to order at 12:00 p.m. I. Recycling Committee Goals for 2009 -2010 Staff reviewed the Recycling Committee Goals for 2009 -2010 with no recommended changes. Director Ooten suggested apprising Brent Ives, the Strategic Planning facilitator, of the District's recycling goals. II. Orange County Waste and Recycling Sub - Regional Meetings and Grant Program Mr. Fauth provided two updates on the Orange County Waste and Recycling Quarterly Grant Status Report. The quarterly report and annual report are due for the 2007 -08 Grant of $40,000. The District spent approximately $26,000 and a detailed spreadsheet was provided. Mr. Fauth received verbal confirmation from Ms. Rios that grant funding for fiscal year 2008 -2009 is going to the Board of Supervisors on August 25, 2009 where recommended funding in the amount of $142,000 will be presented. A large portion of the funds will go toward purchasing of the earth machines for local schools and the other portion will fund presentations at the schools by Pat McNelly. The target audience is the City of Costa Mesa and the City of Huntington Beach for the future grant. Mr. Fauth will attend a meeting of the Orange County Recycling Coordinators on July 23, 2009. CR &R Report on Other Agencies Recycling Programs Trisha Throop of CR &R presented an update on the food waste test program in seven South County cities that began on July 1, 2009. The pilot program at the Laguna Hills Mall food court is going along very well, according to Ms. Throop. The kitchen personnel are paying attention and the waste is pretty clean with very little of the waste contaminated. CR &R picks up the waste four times a week. One restaurant was able to have one 3 -yard bin removed, having that much food waste diverted to the carts for collecting the food waste. CR &R is attempting to involve the local hospital and some convalescent facilities in the program. Pick -ups at the restaurants are four times a week and it is mixed with green waste at the Stanton facility and then taken to Agriscape in Riverside County. The program is going well and CR &R Staff is pleased with the pilot program. About thirty 60- gallon carts are used in the program. The South County cities served by trash hauler CR &R are applying for a grant and include Aliso Viejo, Dana Point, Laguna Hills, Laguna Niguel, Rancho Santa Margarita, San Clemente and San Juan Capistrano. Ms. Throop also reported CR &R is looking into information on the textile program that was launched in February and will report on the program at the next Recycling Committee meeting. Ms. Throop is looking into creating a new brochure for the CMSD and will work with Ms. Revak in its development with a target date for completion of the brochure in one month. IV. Tours Ms. Gilbert reported she is working with Mesa Consolidated Water District to set up a date for a tour of the MRF at CR &R and the landfill. V. Signs for Orange Coast College Recycling Center Director Ooten reported the signs were delivered to Orange Coast College for placement throughout the College to make the students aware of the OCC Recycling Center's involvement in recycling of e- waste, fluorescent bulbs & tubes, batteries, aluminum cans, paper and plastic. VI. CMSD Signage at Estancia and Costa Mesa High Schools Staff is working with Estancia High School's "Stadium Banner Project" and will be working on development of the banner with Graphic Decisions, the approved banner company for the high school. Staff will contact Costa Mesa High School to gain approval for placing a banner at their stadium. Grant funds in the amount of $500 for each school are available to pay for the signage. Large Item Collection Program Costa Mesa Sanitary District Minutes of Recycling Committee Meeting July 22, 2009 Page 3 Ms. Revak reported the 2009 Large Item Collection program is underway and up through July 10, 2009, 124.63 tons were landfilled at a total cost of $2,775.17. Recyclable white goods collected during this period totaled 28.43 tons for a credit of $1,421.00. Ms. Revak provided a weekly progress report on the program. Ms. Revak also noted the amount for white goods was $200 /ton in 2008 and this year the amount is $50 /ton. XIII. Pharmacy Sharps - Pharmaceuticals. Collections Program Ms. Gonzalez submitted a memo reporting CMSD Staff is pursuing the addition of two more pharmacies in the Sharps program — Costa Mesa Compounding Pharmacy and Share Our Selves Clinic. Ms. Gonzalez and Ms. Gilbert met with Bill Anderson from Curbside, Inc. and the pharmacists in charge at the two local pharmacies. Each pharmacist expressed the need for their patrons to dispose of sharps and pharmaceuticals properly. Staff will recommend to the CMSD Board of Directors approval of the addition of the two pharmacies to the Sharps program and add the pharmaceutical collection program at both facilities in addition to planning to change all pharmacies to the Curbside, Inc. program from Stericycle during FY 2009 -10. XIII. Public Comments • There was no public present at the meeting.
