Minutes of regular meeting of Board of Directors
of the Cos #a Mesa Sanitary District, held at 2057
(Rear) Newport Avenue, Costa Mesa, California,
September 6th 1951.
Present: Directors Nelson, Lord, Norman, Meyers
Absent: Director TeWinkle
Present: Attorney Anderson, Engineer Bulot and Secretary Owen
Meeting called to order at 7 :30 P M by Secretary, in absence of
President TeWinkle.
Director Nelson, on motion by Director Meyers, seconded by Director
Norman, named Temporary Chairman.
Minutes of the meeting of August 2nd read and approved.
The foll.owing bills were read and upon motion by Meyers seconded by
Norman, ordered paid.

The following additional footage of sewer mains recommended by
Engineer Bulot and Project Manager, upon motion by Norman seconded
by Lord, was authorized.
1- 8" main - In alley between Sparks and Ogle from Westminster
westward, 400 feet
2- 8" main - On Westminster, Sparks -Ogle 220 "
3- 8" main In street line, reserved by easement 600
deeded to abutting property, Newport 1-0 '

Engineer Bulot reported as follows:
Extra work. 15th .and Irvine. Relocation. Cost 284 32
Moved by Meyers seconded by Norman same be authorized. Carried.
Progress Report. Map posted on office wall.
As -built drawings - estimated 150 sheets. Expended to date about
$1200 00. Estimated total cost $2000 00 to $2500 00.
Additional "Hot poured" joints- required in addition to 2000 feet
heretofore authorized, 3000 feet. 914.,
Moved by Norman seconded by Meyers, same be authorized. Carried.
Concrete manholes. Still remain 27 unused on authorization to date.
No action.
Question of right to construct sewer mains in State Highway, Newport
Blvd, by Sanitary District, depends upon action of Sanitation
District No 6 in acquiring permit to construct Trunk line as
planned in Engineers, original report, in right -of -way of State
highway - known as Newport Avenue Trunk.
Engineer reported on unauthorized construction of about 100, main
on Flower street, using a patented process type of joint, known as
"Kaltite" Presented report from Labratory indicating this type
joint unsatisfactory and stated that he had notified Contractor to
remove all cotstruction of this character.
Report of Emergency Overtime as submitted by Contractor and verified
by Engineer Bulot, on motion by Meyers, seconded by Lord, accepted.
Mr Nelson as Director of Sanitation District No 6 gave brief report
of Executive Committee meeting and progress anticipated under
direction of Chief - Engineer - General Manager Ribal.
