Minutes - Recycling - 2010-06-21• COSTA MESA SANITARY DISTRICT MINUTES OF RECYCLING COMMITTEE MEETING June 21, 2010 The Costa Mesa Sanita7 District Recycling Committee met on June 21, 2010 at 12:00 p.m. at 628 W. 19 Street, Costa Mesa. Directors Present: Robert Ooten, Arlene Schafer Staff Present: Scott Carroll, Tom Fauth, Joan Revak, Teresa Gonzales, AJ Cully . Others Present: Trisha Throop, Community Relations Recycling Coordinator, CR &R 0 Director Ooten called the meeting to order at 12:02 p.m. • I. Orange County Waste and Recycling Sub - Regional Meetings, Funding and Grant Program Ms. Throop discussed the Orange County Green Fair that took place at the Civic Center in Santa Ana on May 20, 2010. The event was very well attended. Ms. Throop assisted OC Waste and Recycling by soliciting pledges from individuals who intend to reduce their waste by 10% in 2010. Mr. Fauth reported grant funds from the 2007 -08 AB 939 Regional Recycling and Waste Diversion Grant are fully expended. The additional revenue of $8180 generated from the sale of Earth Machines to residents will allow for the continuation of composting, vermicomposting, and public outreach efforts through the follow -on grant. Mr. Fauth stated that collection costs ranging from $1500 -$2000 per month for a -waste and u -waste disposal at Orange Coast College Recycling Center will not be paid for by the 09 -10 Grant. These expenses are now considered part of the FY10 -11 District budget. Director Ooten suggested Jocelyn Schamber, City of Costa Mesa and Mike Carey, Orange Coast College Recycling Center, attend the Recycling Committee meeting each month. Orange County New Waste Disposal Rates Mr. Fauth presented a flyer with the increased disposal rates for Orange County landfills. Ms. Throop added OC Waste and Recycling reported an 80% decrease due to self - haulers utilizing the MRF located at the Prima Desha landfill property in San Juan Capistrano. III. CR &R Report on Other Agencies Recycling Programs Ms. Throop discussed an upcoming food waste seminar July 14, 2010 from 9 a.m. to 12 p.m. at the Sempre Energy Resource Center in Downey. Waste Management companies will be presenting various recycling options such as composting and dehydration systems to foodservice establishments. Ms. Throop reported that the South County Food Waste Pilot Program has successfully reduced trash service costs in some participating restaurants. IV. Report on Other CMSD Recycling Programs Mr. Fauth informed the committee that the contract agreement with Curbside, Inc. will be under consideration at the Board of Directors meeting June 21, 2010. V. Revised Recycling Committee Goals Mr. Scott Carroll explained the consolidation of the recycling committee goals. Director Ooten requested the revised committee goals be measured against the strategic plan goals as each assignment is completed. President Schafer shared her strategy at the state level to create an action plan, start date and an estimated finish date to accomplish each goal, thus making it easier to track individual accomplishments.
