MINUTES OF SPECIAL MEETING
APRIL 7, 2010
The Costa Mesa Sanitary District held a Special Meeting at 10:00 a.m. on
Wednesday, April 7, 2010 at 628 W. 19th Street, Costa Mesa.
Directors Present: Arlene Schafer, Bob Ooten, Gary Monahan, James Ferryman,
Art Perry
Staff Present: Scott Carroll, General Manager; Joan Revak, Office
Manager /Clerk of the District; Tom Fauth, Operations Manager
Robin B. Hamers, District Engineer; Teresa Gonzalez,
Accountant; Kaitlin Tran, Accounting Specialist I; Debbie
Bjornson, Permit Processing Specialist.
Others Present: Brent H. Ives, BHI Management Consulting

President Schafer called the meeting to order at 10:00 a.m.
I. Draft Strategic Plan
General Manager Carroll presented the Draft Strategic Plan prepared by Staff and
turned the meeting over to Brent Ives, BHI Management Consulting.
Mr. Ives discussed the previous Workshop held on February 20, 2010 and stated
today's meeting will finalize the Strategic Plan, although revisions to the Plan could
certainly be made at a later date. Ms. Ives stated a final document will be printed
after the outcome of this meeting.
Most of the items were discussed at the previous Workshop. Mr. Ives complemented
District Staff in doing a fine job in preparing the Draft Strategic Plan.

The vision of the Costa Mesa Sanitary District in five years will have:
• Eliminated areas in our sewer system that require significant enhanced
maintenance;
• A positive reputation in the community;
• Significantly lessened infiltration and inflow into our sewer system;
• Mitigated calcium buildup in the sewer collection system;
• Diverted as much solid waste as practical from the landfill;
• Eliminated all public sewer system overflows;
• Implemented modern technologies to all of our operations;
• Completed Westside Pumping Station abandonment;
• Diversified our revenue sources;
• Continued our model sewer lateral program;
• Implemented a working succession plan;
• Maintained reasonable rates and reserves to support current and future
infrastructure.
Core values of the Costa Mesa Sanitary District are:

• Will it support our commitment to maintenance and rehabilitation of our sewer
infrastructure?

iMr. Ives stated the Plan should be a working document. Mr. Ives will work with Mr.
Carroll and Staff to integrate the revisions suggested at this meeting.
Director Perry complimented Mr. Ives on the fine work done in facilitating the
Strategic Plan. Mr. Ives responded by thanking Mr. Carroll and District Staff for their
participation in the process.

There were no public comments as no public was present.

President Schafer adjourned the meeting at 11:45 p.m
