Permitting — Coordinating Efforts Between Agencies Mr. Roeder explained the opinion from the City Attorney's office that the City may not be able to withhold the issuance of building permits to insure the applicant has obtained sewer and water agency approval. Mr. Roeder is checking on whether an agreement between the agencies would allow the City to withhold building permits until sewer and water approval is obtained. Mr. Roeder will also check whether the City may withhold certificate of occupancy to insure the sewer and water agencies are satisfied with respect to construction requirements and the payment of fees. 2. Minutes — Sharing of Minutes Between Agencies from Board /Council Meetings The City of Costa Mesa posts the minutes of City Council and Planning Commission meetings on the City's website where they may be viewed by other agencies and the public. The Sanitary District will soon post its minutes on the CMSD website, while in the interim, the minutes are sent to those requesting copies from the Clerk. Ms. Leach requested a copy and to be placed on the list. The water district also transmits minutes to all parties requesting copies. Drought Tolerant Landscaping for Medians Ms. Leach is aware that the City is considering options for the landscaping in street medians. As an alternative to live planting and flowers that requires a water service, water meter, and piping, Ms. Leach brought examples of synthetic grass that may be used. Ms. Leach provided the information to the City for their consideration. 4. Waterless Urinals and Public Toilets Director Worthington explained the benefits of the new waterless urinals that may save up to 40,000 gallons of water per year as well as decreasing the influx of chemicals associated with the odor cakes used in traditional urinals. Both the water district and the sanitary district have a waterless urinal at their headquarters. Mr. Worthington also mentioned that although the fixture is initially more expensive, there is a pay back period as the water savings occurs. For new construction, there are reduced installation costs because the water line does not have to be constructed to the fixture. There are also waterless urinals at the Orange County Sanitation District and the Orange County Water District. The City will consider their use when existing facilities require repair or replacement. Public Toilets will be discussed at a future meeting. is Public Comments There were no members of the public in attendance. The Mesa Consolidated Water District will host the next Liaison Committee meeting on June 24, 2005, at 7:30 AM.
