Pumping Station Telemetry System Tom reviewed the updated agreement with Technology Resource Center (TRC) for their monitoring and maintenance of the pumping station telemetry system. The system sends information from the 20 pumping stations to a central computer that compiles the statistics from each station. Tom and Gerry are pleased with TRC's knowledge and maintenance of the system. The City of Costa Mesa has a new Communications staff member that works with the portion of the District's telemetry system that is located in the City Communications Center. II. New By -Pass Pump Rob reported he is prepared to include the purchase of a new pumping station by- pass pump in the forthcoming Capital Improvement Program. The two existing by- pass pumps have reached their life expectancy. The two by -pass pumps and the two emergency generators are elements of the District's emergency response program. Tom has analyzed one vendor's by -pass pumps and will continue his analysis of other available pumps. III. Emergency Work — Tustin Pumping Station Rob reported the emergency work was successfully completed by Schuler Engineering Corporation. A section of discharge piping deteriorated, causing a leak, and was replaced on a Saturday. IV. Sewer Spill — 20122 Santa Ana Avenue A 3,000 gallon sewer spill occurred due to a root mass in the sewer line adjacent to the Santa Ana Delhi Flood Control Channel located in the backyards of residences on • Indus Drive. The field crew coupled two hoses together but was unable to clear the line. The Orange County Sanitation District assisted the Sanitary District and cleared the line. Tom requested Gerry increase the maintenance frequency for this line to a quarterly cycle. -s V. Sewer Permits • Debbie reported the new Springbrook computer software programming will soon be complete thereby allowing her to utilize the system to enter and retrieve permit, property, and insurance information. Debbie and Tom are reviewing submittals from Springbrook as they program the system to insure it operates in accordance with the District's requirements. VI. Liability Insurance The District currently requires $5 million general liability insurance on public works projects, from $1 -3 million general liability insurance on incidental construction projects, and $1 million professional liability insurance on consultant agreements. VII. Tailgate Meetings Tom reviewed the tailgate meeting schedule and the forthcoming topic. VIII. City of Costa Mesa Services The Sanitary District currently leases sewer line maintenance and operation services from the City of Costa Mesa. The City is responsible for storm drain maintenance and operation, and sharing the work force provides each agency with efficient and cost effective operations. Gerry reported that certain key City field workers, including two • individuals who work on the sewer crews, are considering retirement by the end of 2005. Ensuing discussion included a review of the District's options for sewer line maintenance and operation and emergency response services. IX. Safety /Loss Control Committee Officers Rob reported on the results of CMSD Staff's discussions on the officers for the Safety /Loss Control Committee. Rob stated that it was determined that Tom Fauth will now be the SDRMA Safety Officer and the ADA Coordinator, Joan Revak will continue as the Designated Person, the person responsible for determining the sufficiency of claims filed against the District, said appointment previously established by a Board of Directors resolution, and Rob Hamers will continue as the Safety /Loss Control Committee Chairman. Next meeting to be scheduled in the 2nd quarter 2005.
