MESA CONSOLIDATED WATER DISTRICT DISTRICT OFFICE — BOARDROOM 1965 Placentia Avenue Costa Mesa, California 92627 Mesa Committee Members: Paul Shoenberger, 1s' Vice President James F. Leach, General Manager City Committee Members: Mike Scheafer, Council Member Allan Roeder, City Manager • CMSD Committee Members: Arlene Schafer, President Jim Ferryman, Secretary Rob Hamers, Manager /District Engineer AGENDA City Emergency Exercise — Coordination & Participation with Mesa (Mesa) Discussed the importance of coordination among the three agencies. City has a Disaster Preparedness Committee that meets monthly. Mesa and CMSD will be notified and included in future meetings. Update on Coordination of Agency Projects (Mesa) Discussed the status of revised draft procedures. City is on its third draft of Utility Coordination Procedures. Mesa is preparing a draft for public agency coordination and payment procedures. Mesa expects to have the first draft ready for review by Mesa's Executive Committee in October. Later, it will be circulated to the City and CMSD for review. City also acknowledged that it will be including infrastructure improvements, such as water and sewer, in grant applications that allow for these items to assist with the funding. 3. Ocean Water Quality (CMSD) The OCSD has implemented almost all of the secondary treatment standards at its facilities in Fountain Valley and HB. OCSD is also accepting low flow runoff diversions for treatment. • Stormwater runoff is currently discharged to the ocean and the relevant agencies are discussing future plans for treatment. CMSD approved a grease ordinance and is currently working on a plan with the county for inspection and enforcement. Page 1 of 2 4. New CMSD Facility & Staff (CMSD) New facility has been delayed due to several requirements such as ADA compliance. Parking adequacy is still an issue that needs to be addressed. The move -in plans and logistics are being • worked out, with the move planned for the week of October 11. 5. Update on Fully Automated Trash Service (CMSD) The contractor is modifying the trucks for a faster and safer operation, which will reduce costs for workers compensation. Most areas in the city will have fully automated service. Public Comments None present. Other ♦ Discussed the proposal to move the OC fairgrounds to the Great Park in Irvine. City acted to admonish the State for this plan, in part because it was not researched and presented accurately to the state government. City controls zoning for this area and does not plan to change it. ♦ Discussed Proposition 1A and the need for it to pass in order to resolve the financial threats to local government funds. City indicated that one opponent appears to be the California Teachers Association because it believes that this measure would reduce schools funding. The impacts to local agencies will be significant if this measure does not pass.
