Minutes of Regular Meeting Board of Directors
Costa Mesa Sanitary District held at 2057
(Rear) Newport Avenue, December lst,1949.
Directors present: C. W. TeWinkle, C. M. Nelson, Otto M.
Dodd, Wm. E. Lord, H. Paul Norman,
Attorney.Leroy P. Anderson, and
Secretary Owen.
Meeting called to order 7 :30 p.m. by President TeWinkle.
Minutes previous meeting read and approved.

Letter from Engineer Bulot re further Federal grant of funds
for Plan Preparation Annexed territory.
Secretary — Manager to attend meeting State Building December
13th on this subject.
General discussion conditions District and means of extending
and improving service, distribution Rules and Regulations and
preparation of informational letter.
Letter from County Counsel Joel Ogle with copy of Act relating
to annexation procedure, delivered to Attorney Anderson.
Form of permanent record of Receipts and Disbursements dis-
cussed and Secretary instructed investigate further.
Mr. Nelson as Director Sanitation District and member Executive
I
Committee of Sanitation Boards made an interesting report
on progress and prospects of this Committee that a sub-
committee consisting of Messrs. Warner,,Drake and Launer
had been instructed to obtain and screen applications for.posi-
tion of Secretary - Manager. Mr. Nelson thought progress being
made.
Secretary Owen as a member of Sani.tation Committee Associated
Chamber of Commerce reported from minutes of meeting of that
Committee November 21st, attendance at that meeting.
Earlier in the meeting Mr. Joe Waldrup and also James Johnson
were present seeking information as to filing of bids for
contract to collect and dispose of garbage and kitchen trash,
Secretary instructed prepare bid forms and data for this
purpose and make available by December 6th.
