Minutes - Board - 2003-05-29• o� V Y 9 COSTA MESA SANITARY DISTRICT MINUTES OF BOARD OF DIRECTORS SPECIAL MEETING MAY 29, 2003 The Board of Directors of the Costa Mesa Sanitary District attended a duly noticed Special Meeting on May 29, 2003 at 4:00 p.m., in Conference Room 1A at the Civic Center, 77 Fair Drive, Costa Mesa. Directors Present: Arlene Schafer, Greg Woodside, Arthur Perry, James Ferryman, Dan Worthington Staff Present: Robin Hamers, Manager /Engineer; Tom Fauth, Assistant Manager; Joan Revak, Clerk of the District; Alan Burns, District Counsel; Marc Puckett, District Treasurer Institutional Issues — Consider Giving City of Costa Mesa One -Year Notice of Termination of Operating Agreement District Manager Rob Hamers gave an overview of the institutional issues that were identified during the 2003 strategic planning process and considered to limit the current and future capabilities of the District. Institutional issues include inadequate office space at City Hall; identity as an independent special district; appropriate job titles and compensation for staff members and the need for two full -time sewer cleaning crews in order to meet the State mandated prohibition of sewer spills. In accordance with Board direction, Staff prepared an implementation plan that was presented to the Board. Staff gave an overview of the tasks completed to date in preparation for giving the City a one -year Notice of Termination of the City /District Operating Agreement. Director Worthington motioned to authorize signature and transmittal of the letter to Costa Mesa City Council giving One -Year Notice of Termination of the Operating Agreement. Director Woodside seconded the motion. Motion passed 5 -0. After approving the motion the Board directed Staff to continue working with City Staff 40 in an attempt to resolve the issues. Consider Attendance by President Schafer at CSDA Chapter Round Table in Sacramento — Friday, May 30, 2003 Mr. Hamers reported a CSDA Chapter Roundtable is being held in Sacramento on Friday, March 30, 2003 and requested the Board consider approval for President Schafer to attend. Director Ferryman moved to approve attendance by President Schafer at the CSDA Chapter Roundtable in Sacramento on Friday, March 30, 2003. Director Perry seconded the motion. Motion passed 5 -0. III. Public Comments There were no public comments. IV. Adjournment The Special Meeting adjourned at 5:12 p.m. Secretary .
