Minutes - Recycling - 2002-09-10��S,,SANIT�R� V y • I 1 a 9 RPOR Aie�� COSTA MESA SANITARY DISTRICT MINUTES OF RECYCLING COMMITTEE MEETING SEPTEMBER 10, 2002 The Costa Mesa Sanitary District Recycling Committee met at 9:30 a.m. in conference room 1A at the Civic Center, 77 Fair Drive, Costa Mesa. Directors Present: Dan Worthington, Jim Ferryman Staff Present: Rob Harriers, Tom Fauth, Joan Revak, Bobby Young FOOD RECYCLING Mr. Hamers informed the Committee that Director Worthington acquired a copy of a study prepared by the University of Wisconsin on managing food waste. The study determined the three least costly alternatives for food disposal in order are: • 1. Disposal of food as solid waste with final disposal in a landfill. 2. Disposal of food as solid waste with composting. 3. Food going down the sink through the garbage disposal to the sewer treatment plant. • Option 1 does not provide any recycling and in Option 2, there are currently no large scale composting programs in Orange County nor any immediate plans to construct a facility. The committee acknowledges that Option 3 provides for recycling of the food waste at the treatment plant as the effluent water at the outfall is treated and found not to be harmful to the environment and the solids are processed and applied to the land as fertilizer. However, encouragement of the use of garbage disposals may lead to breakdowns and premature wear of the garbage disposal units. Therefore, the committee will recommend to the Board of Directors that the University of Wisconsin study be sent to the County Integrated Waste Management Department for their review and consideration. The committee will also recommend the Sanitary District add to its public information that at the present time the use of garbage disposals does provide a measure of recycling that the current solid waste disposal system does not offer but there are potential impacts to the homeowner by increasing the use of their garbage disposals. ootecting our community s Hearth 6y providing solid waste and sewer coQection services. costamesasanitarydistrict. org +�S�,fANITj�, • s,oso�Ari °�� LARGE ITEM COLLECTION PROGRAM Costa Mesa Sanitary District Minutes of Recycling Committee Meeting September 10, 2002 Page 2 Ms. Revak reported the ten -week Large Item Collection Program for 2002 that began on June 24 concluded on August 30, 2002. A total of 518.35 tons of large items were collected and taken to the landfill at a cost of $11,400.00. The District received a credit for 92.41 tons of white goods in the amount of $2,310.41 resulting in a total program cost of $9,089.59. Ms. Revak presented a historical perspective on the tonnage and cost factors for this program, which showed white goods down by 25% over last year with the landfill tonnage about the same. The salvage value (credit of white goods) is up by $5.00 a ton from $20.00 to $25.00. Ms. Revak explained that Adams Steel pays a flat rate per ton delivered and uses "gross ton" = 2,240 lb/ton (not 2,000 lb/ton). The current rate for white goods is $25.00 /gross ton, however the price is adjusted once a month in accordance with the market. The rate is down overall since November 1997 and the last two months the rate has gone down $5.00 /ton each month, however, Costa Mesa Disposal continued to receive $25.00 a ton. Ms. Revak added that the program continues to be very successful and generates many appreciative phone calls from the community. Director Worthington informed the Committee that he met with Midway City Sanitary • District (MCSD) Manager Ron Briles to discuss their large item collection program. MCSD provides a once -a -month call -in program for the collection of large items. Staff will contact MCSD for more information regarding their program as well as determine the feasibility of increasing CMSD's call -in program to two per year. MINI TELEPHONE BOOK RECYCLING PROGRAM Ms. Revak reported the Mini Telephone Book Recycling Program ran from July 17 through August 28, 2002, with collection bins placed in front of City Hall and at the Orange Coast College Recycling Center. A total of 2,825 (5.65 tons) yellow page directories were collected which compares with 4,500 books (9.00 tons) collected in the 2001 program.
