MINUTES OF RECYCLING COMMITTEE MEETING
MAY 7, 2002
The Costa Mesa Sanitary District Recycling Committee met at 9:30 a.m. in conference
room 1A at the Civic Center, 77 Fair Drive, Costa Mesa.

STANDARDIZED CONTAINER PROGRAM
DISTRIBUTION PROGRESS REPORT AND CONTAINER IDENTIFICATION
• Mr. Fauth provided a summary of container orders for the period July 2001 through
April 2002. As of May 1, 2002, containers have been ordered and invoiced as follows:

Mr. Fauth reported the Roto invoices reflect a completion of the ordering process as
the containers have been delivered to all 10 routes over the last 10 months. The final
rollout of containers is scheduled on May 7, 2002 with an anticipated 9% increase in the
total number of containers distributed and an approximate 1.2% cost underrun for the
$2.2M program. The underrun funds will most likely be consumed to maintain an
inventory at Costa Mesa Disposal. Mr. Fauth continued that the variances are due to
the decrease in the forecasted quantity of 60- gallon containers, the increase in the
number of 90- gallon containers and the addition of the 35- gallon containers to the
program. It will be necessary to maintain approximately 50 -100 containers of various
sizes in inventory at the Costa Mesa Disposal yard.
Distribution of the last container will be memorialized on May 7, 2002, with a
videotaping on Pitcairn Drive by AT &T. President Schafer and Director Worthington will

Mr. Fauth gave an update on the container identification tags pilot program and
reported District Code Enforcement Officer Ron Shef has delivered the tags to 75 -100
residences. Approximately 10 responses have been received to date and most have
been favorable.
Director Worthington noted a problem still exists at many residences with the
standardized containers being left on the streets instead of being placed on the curb.
Mr. Hamers noted a solution is being discussed with Costa Mesa Disposal.
SURVEY OF RESIDENTS
Mr. Hamers reported that the Residential Trash Collection Survey — Spring 2002 was
finalized, printed and Staff has begun distribution to 500 residents to obtain feedback
on participation in CMSD special recycling programs, anticipated disposal of TV and
computer monitors and other questions. As suggested by Mr. Burns, District Counsel, a
CMSD paperclip or key chain are attached to the survey forms to show appreciation to
• the residents for participating in the survey. The Board of Directors approved printing of
250 -500 flyers, not to exceed a cost of $750.00 at the April 11, 2002, Regular Board
Meeting.
