Minutes - City/Districts Liaison - 2002-09-18Minutes of Liaison Committee Meeting City of Costa Mesa Costa Mesa Sanitary District Mesa Consolidated Water District September 18, 2002 The Liaison Committee Meeting between the City of Costa Mesa, the Costa Mesa Sanitary District and Mesa Consolidated Water District met at 7:30 a.m. in conference room 1A at the Civic Center, 77 Fair Drive, Costa Mesa. The Sanitary District hosted the meeting. Sanitary District Members: City Committee Members: Mesa Committee Members: Arlene Schafer, President Jim Ferryman, Director Rob Hamers, Manager /District Engineer Also attending: Joan Revak, Clerk of the District Libby Cowan, Council Member - absent Chris Steel, Council Member Allan Roeder, City Manager Jim Atkinson, President R. Michael Healey, Director Diana Leach, General Manager The Committee discussed the following topics of mutual interest. 1. Benefits of Non - Exclusive Franchising for Multi - Family and Commercial Trash Collection Rob Hamers reviewed previously compiled information and discussed the benefits of the potential program for the City. 2. Ocean Water Quality a. Sewer System b. Storm Drain Systems c. Landscape Water Each agency provided comments on their respective responsibilities to protect ocean water quality. Director Ferryman suggested the City • consider a grease control ordinance at this time so the Sanitary District and City can apply to OCSD for grant funding for projects that decrease Inflow and Infiltration (1 /1). • is r1 LJ Minutes of Liaison Committee Meeting 3. Proposed Annexations of Islands September 18, 2002 Page 2 Arlene Schafer is also a Commissioner on the Orange County LAFCO and provided a report on the actions taken at the LAFCO meeting held September 16, 2002. 4. Westside Redevelopment Planning Update Council Member Chris Steel sits on the Redevelopment Committee that currently has 71 members and gave an update of the Committee's progress. Jim Atkinson requested the City consider another meeting date due to the Redevelopment meeting schedule being on the same date and time as the MCWD regular meeting. 5. City and Mesa Landscape Class Participation Jim Atkinson and Diana Leach reported the Water District now has certified inspectors who can provide advice on sprinkler use to avoid runoff into the streets. The Water District will also contact the soon to be hired City NPDES Coordinator so this information can be included in the City's storm water program. 6. Mesa Planning Activities and Rate Increase Jim Atkinson reported MCWD completed a capital improvement and long term needs study and the corresponding rate increase needed to fund the program. Last year there was no increase because the study was in progress. 7. City Newsletter The Water District will be placing a column in the City newsletter if space is available and will also place an ad in the City quarterly recreation publication. 8. Brown Act Considerations The three agencies all provided input on how their respective governing bodies determined participation in the Liaison Committee, whether by formal action, vote, etc., noting that the Brown Act might apply depending on the circumstances. The Committee left it up to the individual agencies to make their own determination as to whether the Brown Act applies to their participation but agreed that for the benefit of the public the meetings will be open, the agendas posted, and time will be reserved for reasonable public participation. Public Comments September 18, 2002 Page 3 Dana Black, Newport Mesa Unified School District, attended the meeting and provided discussion on the items on the agenda. Ms. Black also expressed appreciation at the Sanitary District's large item collection and the HHW pickup program. The meeting was adjourned at 9:30 am. is • President
