16 - Project 196-A Costa Mesa Sanitary District …an Independent Special District Protecting our community’s health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov To: Board of Directors Via: Scott Carroll, General Manager From: Rob Hamers , District Engineer Date: September 25 , 2014 Subject: #196 -A Installation of Backup Pumping at Elden, Victoria, Mendoza Acceptance of Improvements Summary Construction of the improvements was completed on September 8, 2014, therefore, it is appropriate for the District to accept the improvements and file a notice of c ompletion . This project consisted of installing stand alone backup pumps and piping at the Elden, Victoria, and Mendoza pump stations, including installing a pre -fabricated block wall building at the Elden and Victoria stations. Staff Recommendation That the Board of Directors approves the following action: 1. Accept improvements as completed and file a Notice of Completion. 2. Authorize payment of 5% retention 35 days after Notice of Completion is recorded. 3. Exonerate Labor and Material Bond after Notice of Completion is recorded and exonerate Faithful Performance Bond one year of Notice of Completion is recorded. Analysis The District has been installing back -up generators and back -up pumping units at the pump stations due to the now frequently occurring power outages . Additionally, Edison has expanded the brown -out areas that previously included just three stations to larger areas that include nearly half of the District’s stations. ITEM NO. 16 Board of Directors September 25 , 2014 Page 2 of 3 ______________________________________________________________ Project #196 -A consisted of installing stand alone completely independent Godwin pumping units at Elden, Victoria and Mendoza pump stations. The Godwin pumps will automatically turn on when regular power to the stations is off and the wastewater level in the station rises and reaches the high water float. The City of Costa Mesa requested the Elden and Victoria back -up pumps be housed in slump stone buildings with specific colors. The District utilized pre -fabricated buildings manufactured by Public Restroom Company. Strategic Plan Element & Goal This item complies with Strategic Plan Element 1.0, Sewer Infrastructure and Goal No. 1.4 System Wide Sewer Replacement and Repair Program. The strategy for this Strategic Element is : ”We will do this by the careful management of the collection infrastru cture using prudent planning and maintenance, with financial strategies to maintain sufficient capacity and respond to changing regulatory demands.” Legal Review The Attorney for the District prepared the construction contract for the work . Environmental Review The installation of backup pumping capability at three existing pump stations without any expansion of capacity in order to provide backup pumping in the event of power outages or other emergencies as sho wn on the plans for Project #196 -A is categorically exempt under the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et. seq.) under Section 15301 as a “Class 1” project as stated under 15301 Class 1 consists of the operation, repair, maintenance, permittin g, leasing, licensing, or minor alteration of existing public or private structures, facilities …15301(b) “Existing facilities of both investor and publicly -owned utilities used to provide electric power, natural gas, sewerage, or other public utility serv ices“. Financial Review Project #196, Installation of Backup Power and Pumping Capability, has a total budget of $1,060,000. This project was broken down into projects A. B, C and D. Project #196 -A, Installation of Backup Pumps at Elden , Victoria, and Mendoza Pumping Stations, has a total budget of $790,000 . The project to date expenses total $754 ,552 including encumbrances. The remaining available budget is $35,448 to cover expenses incurred but not yet billed.
