For the month of August , the CMS D Code Enforcement Office r focused his efforts on directed patrols in various parts of the community in order to identify in stances of scavenging and residential trash carts left within the public view . Re active Scavenging Investigations: A complaint was filed with CMSD Code Enfo rcement regarding a m ale that has been observed by residents rummaging through CMSD trash carts on Modjeska Circle and nearby stre ets. The male was reported to conduct his activity in t he early morning hours and is known to ignore resident’s requests to st op. The Code Enforcement Officer flexed his schedule in order to accommodate the residents’ request for early morning enforcement. Officer Roberts has responded to the area frequently over the course of the last two weeks with negative results. The area w ill be monitored for future instances of scavenging. Proactive Scavenging Investigations: 275 Cecil Place -Officer Roberts contacted an individual who identified hi mself verbally as Martin Schenk on the street directly in front of the residence. Officer R oberts observed that Martin was about to remove recyclable material from within a CMSD trash cart . Martin was directed to return to all recyclable material to the trash cart and warned that he would be cited should he reoffend . Martin was advised of policy and sent on hi s way with a verbal warning . Board of Directors September 16 , 201 4 162 Magnolia Street - Offic er Roberts observed a male Hispanic , rummaging through a tras h carts located on Monrovia street . The individual was contacted and warned that scavenging is a prohibited a ctivity. The un identified male stopped rummaging through the can and walked a way. Officer Roberts will continue to monitor the area for the individual and will coordinate with CMPD in an attempt to identify the violator and issue a citation . 238 Flower Street - At that l ocation, Officer Roberts observed a lone male, who was la ter identified as Justin Kempkin walking E/B along Flower Street . Officer Roberts noticed that Justin would stop periodically at trash carts and rummage through them . Officer Rob erts followed J ustin until he saw him co me to a stop in front of the residence at 238 Flower Street. Officer Roberts monitored Justin’s activity for a few moments and later observed him rummage through the trash cart corresponding to that address. Officer Roberts contacted Ju stin and interviewed him. Justin advised Robert’s that he is indigent and lacking financial resources . Justin told Officer Roberts that he takes the recyclable item s he removes from the cart s and recycles them at a recycling center on 19 th Street for a pr ofit . During the course of the conversation, Justin was encouraged to comply with CMSD ordinances and to seek other forms of income. Justin stated that he will comply to avoid citation and contact with the Police . 457 Ogle Street - Officer Roberts contacte d a male white who refused to identify themselves on the street directly in front of the residence. Officer Roberts observed the individual removing what appeared to be recyclable material from within a CMSD trash cart. The male was intercepted as he was l eaving and contacted. Despite his refusal to provide name, the male subject was complaint when directed to return to all recyclable material to the trash cart. Officer Roberts advised the subject that if he is observed violating CMSD code in the future, he will be subject to citation and identity verification by CMPD personnel. The male stated that he understood and was sent on his way. 1918 Meyer Place - Officer Roberts observed a large Ford Truck (stake bed style ) that appeared to be used for scrap meta l hauling. While Officer Roberts was monitoring the area, he noted that the truck contained scrap metal debris . The ma le occupant was seen exiting the truck and then began to rummage through a CMSD cart (non -recyclable ). The male was contacted and he ident ified himself as Erv in Tipton and mentioned that he is related to Ike Tipton. Erwin told me that his brother resided at the property and he was looking for a discarded telephone charger.. The Code Enforcement Officer then drove to Ike Tipton’s residence (730 block of W. 20 th Street) and told Ike that future instances of scavenging from a CMSD trash cart will result in citation. Mr. Tipton stated that he understood. Board of Directors September 16 , 201 4 END OF SCAVENGING ENFORCEMENT REPORT Trash Container Enforcement : In the month of Augus t , there were a few customer complaints reported to the District Headquarters rega rding trash carts in public view. The following is a list of locations where trash cart violations were found and addressed by the Courtesy Notice process. Total Cases: 18 The following locations received First Warnings: (1) Cabrillo Street -Storage of cart in public view. (1) Westminster Avenue -Storage of carts in public view. (3 ) West Wilson Street - Storage of carts in public view. (1) Elden Street -Storage of c arts in pub lic view. (1) Knowell Place -Storage of cart in public view (2 ) Rutgers Drive - S torage of carts in public view . (1) Seal Street - S torage of carts in public view . (1) Merrill Place - S torage of carts in public view (1) Capitol Street - S torage of carts in p ublic view . (1) National Avenue - S torage of carts in public view (1) Ralcam Place - S torage of carts in public view . (1) Yorkshire Street - S torage of carts in public view . (3 ) Pomona Avenue - Storage of carts in public view. END OF TRASH CONTAINER ENFO RCEMENT REPORT Trash Container Enforcement : One (1 ) case of graffiti on a trash carts was opened in the month of August .
