16 - Project #200-A Costa Mesa Sanitary District …an Independent Special District Protecting our community’s health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Memorandum To: Board of Directors Via : Scott Carroll, General Manager From: Rob Hamers, District Engineer Date: August 28, 2014 Subject: Project #200 -A Force Main Replacement – Mendoza Pump Station Acceptance of Improvements Summary Construction of the improvements was completed on July 28, 2014, therefore, it is appropriate for the District to accept the improvements and file a notice of c ompletion . This project replaced the existing Mendoza force main that was installed in 1963 and it should be noted that there have been no Sanitary Sewer Overflows (SSOs) or fractured or broken force main pipe since then, thereby indicating the District’s force main rehabilitation or replacement program has been successful with regard to the Mendoza force main. The life expectancy of a cast iron pipe or ductile iron pipe (DIP) force main such as Mendoza force main is hopefully 40 years or more, and the Mendoza force main lasted 51 years without any problems. Correspondingly, the project was designed so the existing force main is not completely out of service, but still may be used as an emergency line for a short time span. If the District were to formally commit to a dual -force -main backup system, the District could install a liner in the existing force main and have two true force mains. The Mendoza force main was completed ahead of the remaining force main work under Project #200 because the City of Costa Mesa has alley improvements scheduled for the alley where the force main is located (City Alley #51). ITEM NO. 16 Board of Director s August 28 , 2014 Page 2 of 3 Staff Recommendation That the Board of Directors approves the following action: 1. Accept improvements as completed and file a Notice of Completion. 2. Authorize payment of 5% retention 35 days after Notice of Completion is recorded. 3. Exonerate Labor and Material Bond after Notice of Completion is recorded and exonerate Faithful Performance Bond one year of Notice of Completion is recorded. An alysis Force mains carry high flows under pressure and a fracture or break normally results in a large sewer spill. A proactive force main rehabilitation program is an essential element in a comprehensive sewer system management program. As part of the des ign phase, three options for the force main were analyzed; installing a liner inside the existing line ; dig and install a new line, or directional drilling (underground drilling from one end to the other to install a new line). Each option was evaluated fo r cost, complexity, and level of disturbance to the public and the General Manager insured a proper evaluation of these important considerations. Because a new force main is considered superior to a 60 -year old force main with a new liner; a nd because the new force main was less expensive than lining the existing force main, and because digging a new line did not greatly impact the public, installation of the new line was the desired choice. Strategic Plan Element & Goal This item complies with Strategic Plan Element 1.0, Sewer Infrastructure and Goal No. 1.4 System Wide Sewer Replacement and Repair Program. The strategy for this Strategic Element is ”We will do this by the careful management of the collection infrastructure using prudent planning and maintenance, with financial strategies to maintain sufficient capacity and respond to changing regulatory demands.” Legal Review Not applicable for this staff report. Environmental Review The replacement of a force main with a new force main of the same size for the same rate of flow as shown on the plans for Project #200 -A is categorically exempt under the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et. Board of Directors August 28, 2014 Page 3 of 3 seq.) under Section 15302 as a “Class 2” project as stated under 15302(c) “Replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity“. Financial Review Project #200, Rehabilitation of Four Force Mains, has a total budget of $1,030,868 , of which the Civil Engineer design budget was approved for $82,593 . The total expenses for Project #200 -A, Force Main Replacement for Mendoza Pump Station are $98,749 . These expenses consist of $10,209 for engineering design, survey crew and inspection costs paid to Robin Hamers & Associates and $8 8 ,540 for construction to GCI Construction . After completing Project 200 -A, there is a total of $932,119 available for the remaining three Force Mains , which are Harbor, Victoria and South Coast Plaza .
