15 - Project #197 Costa Mesa Sanitary District …an Independent Special District Protecting our community’s health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Memorandum To: Board of Directors Via : Scott Carroll, General Manager From: Rob Hamers, District Engineer Date: August 28, 2014 Subject: Project #197 -B Full Length Lining by CIPP Along with Incidental Work in Four Areas - Acceptance of Improvements Summary Construction of the improvements was completed on August 11 , 2014, therefore, it is appropriate for the District to accept the improvements and file a notice of c ompletion . Staff Recommendation That the Board of Directors approves the following action: 1. Accept improvements as completed and file a Notice of Completion. 2. Authorize payment of 5% retention 35 days after Notice of Completion is recorded. 3. Exonerate Labor and Material Bond after Notice of Completion is recorded and exonerate Faithful Performance Bond one year of Notice of Completion is recorded. Analysis The District televised its entire sewer system from January 2006 to March 2009 and found 255 Grade 5 sewer deficiencies. Grade 5 deficiencies require immediate attention as the risk of collapse or failure is high and failures may result in sanitary sewer overflows (SSOs). During phase three of the Grade 5 repair program, a few additional segments were found requiring immediate attention plus a few hot spots were analyzed by the District’s Hot Spot Committee and needed root cutting and lining to e liminate the hot spots. ITEM NO. 15 Board of Directors August 28 , 2014 Page 2 of 3 Rather than have the newly identified work completed through the change order process, separate plans and specs were prepared and the work placed out to bid under the District’s informal bidding procedure. Full length lining usin g Cured -in -place pipe (CIPP) method occurred on Golf Course Drive, Carnegie Avenue at Bucknell Road, Fullerton Avenue at Walnut Street, and Brentwood Place . The incident work included installing top hats and rechanneling one sewer manhole. As a result of completing this project, three hotspot locations are removed from the Hotspot List, which reduces the total location s to 38, thus achieving Strategic Plan Goal 1.3, “Reduce Hotspot Locations to Less than 40.” The work completed under this project represe nts the end of the Grade 5 deficiencies and the District will now turn its attention to the Grade 4 deficiencies. Strategic Plan Element & Goal This item complies with Strategic Plan Element 1.0, Sewer Infrastructure , Goal No. 1.3 Reduce Hotspot Locations to Less than 40 and Goal No. 1.4 System Wide Sewer Replacement and Repair Program. Legal Review Not applicable for this staff report. Environmental Review The repair of existing sewer mains by installing liners as shown on the plans for Project #197 -B is categorically exempt under the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et. seq.) u nder Section 15301 as a “Class 1 ” project as stated under 15301 Class 1 consists of the operation, repair, maintenance, permitting , leasing, licensing, or minor alterat ion of existing public or privat e structures, facilities …15301(b ) “Existing facilities of both investor and publicly -owned utilities used to provide electric power, natural gas, sewerage, or other public utility servi ces “. Financial Review Project #197, System Wide Sewer Reconstruction Phase 3, has a total budget of $670,000. This project was broken down into #197 -A, repairing 255 Grade 5 deficiencies which was completed in April 2014 for a total cost of $309,696 . There is $360,304 of funds available for Project #197 -B, installing f ull l ength l ining by CIPP m ethod in 4 a reas and i ncidental w ork . The total expenses for Project #197 -B, are projected to be under $150,000 . The expenses incurred so far consist of $9 ,553 for engineering design and $113,000 , not yet bill ed by SANCON Construction . Board of Directors August 28, 2014 Page 3 of 3 After completing Project #197 -B, the remaining funds, approximately $210,000 will be transferred back to the Asset Management Fund.
