MINUTES OF BOARD OF DIRECTORS SPECIAL MEETING
MAY 14, 2002
The Board of Directors of the Costa Mesa Sanitary District attended a duly noticed
Special Meeting on May 14, 2002 at 12:00 p.m., in Conference Room 1A at the Civic
Center, 77 Fair Drive, Costa Mesa.
Directors Present: Arlene Schafer, Arthur Perry, Greg Woodside, James
Ferryman, Dan Worthington
Staff Present: Robin Harriers, Manager /Engineer; Tom Fauth, Assistant
Manager; Joan Revak, Clerk of the District; Marc Puckett,
District Treasurer; Alan Burns, Legal Counsel
Draft Preliminary Budget 2002 -2003
• Mr. Puckett presented the Draft Proposed Budget for Fiscal Year 2002 -2003 including
the following highlights:
• Capital sewer project funding of $999,600.
• Continued allocation of all property tax revenues to the solid waste fund.
• Debt service payment for the standardized containers paid from existing
revenues in the solid waste fund.
• Continued LAFCO funding of $11,250.
$20,000 election expense
• An estimated increase of 31 % in the SDRMA insurance premium
• CPI increases of 2.68 % for the CMD and CRT contracts
Assumed 6% increase in property tax revenues
• Assumed 2.5% inflationary increase to general items
Increased or new appropriations for various items as recommended by Staff
The City /District contract in the amount of $1,118,133.
Based on the above, the projected sewer rates would increase 5% and the trash
collection rate would increase 7.45 %. After discussion, the Board requested Mr.
Puckett recalculate the budget based on revising the division of administrative
expenses to 75 %/25% sewer and applying the Orange County bankruptcy proceeds to
the solid waste fund. Mr. Puckett will incorporate these recommendations into the draft
. proposed budget for further consideration by the Board at the June regular meeting.
