12 - 59th Annual CASA Conference Costa Mesa Sanitary District …an Independent Special District Protecting our community’s health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Memorandum To: Board of Directors From : Scott Carroll, General Manager Date: July 24, 2014 Subject: 59 th Annual California Association of Sanitation Agencies (CASA) Conference Summary CASA’s 59 th Annual Conf erence is scheduled on August 20 through August 22, 2014 in Monterey , California. Several Board members have expressed interest to attend this conference. Staff Recommendation Tha t the Board of Directors give staff direction for attending the CASA Conference on August 20 -22, 2014 in Monterey, California. Analysis Section 3.01.090(a) of the District’s Operations Code requires Board approval to attend conferences outside of Orange County. CASA’s 59 th Annual Conference is scheduled to begin on August 20 th at the Marriott in Monterey . Some of the topics at the confer ence include: • Global Water Change: The State of the U.S. Water Industry • The California Water Bond • Sustainable Practices for Today’s Utilities • Emerging Environmental Issues Attached is a copy of the conference program. Board of Directors July 24, 2014 Page 2 of 3 Strategic Plan Element & Goal This item complies wit h Strategic Element 3 .0., Partnerships , and Strategic Goal No. 3.4, Participate in activities of professional associations. Legal Review Not applicable Environmental Review The consideration of attendance at a conference is an administrative matter and is not a disturbance of the environment similar to grading or construction and is not a project under CEQA or the District’s CEQA Guidelines. The conference will include discussion on topics relating to bettering the environment , including Sustainable Practices for Today’s Utilities and Emerging Environmental Issues Financial Review There are four Directors that have expressed interest to attend the CASA conference. The total registration cost is $3,600 ($900 per person). Hotel accommodati ons are estimated at $3,000 ($250, includes tax ). The estimated cost of transportation by personal vehicles is $300 (2014 standard mileage rate issued by the Internal Revenue Service (IRS) is $0.56 cents per mile. A rental car will cost approximately $450 for the three day stay. Cost for m eals is estimated at $900 ($75 a day per person). Staff estimates the total cost to attend the 59 th Annual Conference in Monterey is $7,500 to $8,000 . In the FY 2014 -15 Budget, $10,800 is budgeted for the CAS A conference. Public Notice Process Copies of this report are on file and will be included with the entire agenda packet for the July 24, 2014 Board of Directors regular meeting at District headquarters and on District’s website.
