05 - Seismic Study Costa Mesa Sanitary District …an Independent Special District Protecting our community’s health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Memorandum To: Board of Directors From: Scott Carroll, General Manager Date: May 13, 2014 Subject: Seismic Study Summary On November 30, 2011, staff presented to the Board a seismic study on the District’s sewer pump stations. Attachment A is a copy of the November 30 th staff report along with the seismic study. The Board directed staff to perform two out of the five priorities identified in the study. Recently, the Board directed staff to bring this item back for further discussion. Staff Recommendation T hat the Board of Directors review and discuss the September 16, 2011 Seismic Study on District sewer pump stations. Analysis In 2011, a seismic study was performed on District sewer pump stations to identify the stations vulnerabilities in the event of a 6.0 magnitude or greater earthquake occurring within CMSD service area. The study identified four priorities, which are described below. Priority I - secure the above ground electrical enclos ures; Priority II - provide back -up power; Priority III - provide flexibility to withstand earth movement; Priority IV - provide additional support for pumping stations in liquefaction zones; and Priority V - secure together concrete grade rings in pumping station manhole openings. Priority I is complete and Priority II is in progress. Priorities III, IV and V will be extremely expensive to complete. District Engineer Hamers began preli minary designs for Priority III, ITEM NO. 05 Board of Directors May 13 , 2014 Page 2 of 2 but due to estimated costs, the General Manager directed District Engineer to place this project on hold until further notice from the Board of Directors. District Engineer Hamers will provide the Board with more informati on, including estimated costs to complete Priority III. Strategic Plan Element & Goal This item complies with Strategic Plan Element 1.0, Sewer Infrastructure and Goal No. 1.4 , System Wide Sewer Replacement and Repair Program. The strategy for this Strategic Element states: ”We will do this be the careful management of the collection infrastructure using prudent planning and maintenance, with financial strategies to maintain sufficient capacity and respond to changing regula tory demands.” Legal Review Not applicable Environmental Review Discussion of the seismic study is not a disturbance of the environment similar to grading or construction and is not a project under CEQA or the District’s CEQA Guidelines. Should the District continue with Priority II and III as described above, these projects are categorically exempt under CEQA (Public Resources Code Section 21000 et. seq.) under Section 15301 as a “Class 1” “minor alteration of existing public or private s tructures”, as further described in Section (b) as “Existing facilities of both investor and publicly -owned utilities used to provide .... sewerage ...” Financial Review Funding to complete Priorities III, IV and V is not budgeted and will require further discussion by the Board of Directors before approving and appropriating funds for these priorities. Public Notice Process Copies of this report are on file and will be included with the entire agenda packet for the May 13 , 2014 Board of Directors study session at District Headquarters and on District website.
