Re: Potential Transfer of OCSD Fairview Trunk Sewer to CMSD
Dear Jeff:
A resolution of the potential transfer of the Orange County
Sanitation District (OCSD) Fairview Trunk Sewer to the Costa Mesa
Sanitary District (CMSD) has occurred. This item has been
ongoing and CMSD appreciates the patience CJ Segerstrom has
shown regarding the lengthy process to come to a resolution.
Based on a meeting held December 17, 2013, Orange County
Sanitation District (OCSD) is of the position that the Costa Mesa
Sanitary District (CMSD) need not accept transfer of the OCSD
Fairview Trunk as a condition of the CJ Segerstrom Home Ranch
property connecting to the system. Additionally, OCSD states the
Home Ranch property may be connected to the OCSD system and
flow southerly under the freeway to the OCSD Red Hill Gisler Trunk
without worry since future 405 Freeway improvements will not
impact the line. There is also an alternative connection point of
connecting the Home Ranch to the CMSD Ikea sewer main that
also flows southerly.
The CMSD Board of Directors respectively declined transfer of the
line at its regular meeting on January 23, 2014 due to the District's
opinion of the necessity of substantial long -term improvements
being needed for the line. Although these improvements are not
currently impacting operation of the line, OCSD recognizes the
necessity for the eventual repairs.
Therefore, the Sanitary District is available for additional
discussions with CJ Segerstrom regarding potential sewer design
whenever the development of the Home Ranch is under
consideration. It would be appreciated if a .pre- design meeting is
arranged due to the options involved in providing sewer to the
Home Ranch. Whether the eventual connection is to the Fairview
line or the Ikea line, the connection will be accomplished with a new
CMSD sewer main, therefore, CMSD desires to participate in the
early design stage discussions.
