16 - Fairview Trunk Project #199Protecting our community's health and the environment by providing solid waste and sewer collection services. www.cmsdca.gov Costa Mesa Sanitary District ….an Independent Special District Memorandum T o: Board of Directors Via: Scott Carroll, General Manager From: Rob Hamers, District Engineer Date: January 23, 2014 Subject: Project #199 – Proposed OCSD Transfer of Fairview Trunk to CMSD – Status Report Summary Based on a meeting held December 17, 2013, Orange County Sanitation District (OCSD) is now of the position that the Costa Mesa Sanitary District (CMSD) need not accept transfer of the OCSD Fairview Trunk as a condition of the CJ Segerstrom Home Ranch property connecting to the system. Additionally, OCSD states the Home Ranch property may be connected to the OCSD system and flow southerly under the freeway to the OCSD Red Hill Gisler Trunk without worry since future 405 Freeway improvements will not impact the line. There is also an alternative connection point of connecting the Home Ranch to the CMSD Ikea sewer main that also flows southerly. Furthermore, CMSD staff has re-confirmed there is significant calcium and other remediation necessary in the Fairview Trunk and the $427,600 rehabilitation cost is appropriate. The rehabilitation cost includes a contingency for wet soils because a soils report initiated by CMSD determined the soils in and around the pipe are wet and extra costs will occur if the line has to be excavated. OCSD states the existing calcium is not impacting operation of the line at this time, which is true, and acknowledges they understand the calcium concerns of CMSD. Lastly, CMSD can insure the future connection to the Home Ranch can be accomplished in such a manner as to insure CMSD collects its one-time fixture fe e s and yearly sewer charges. Respectively declining the transfer of OCSD Fairview Trunk at this time, but le ave open the possibility that CMSD would likely accept transfer of the trunk should OCSD rehabilitate the trunk to CMSD standards. 2. Notify the Home Ranch property owners of the resolution of the matter and explain the various sewer connection possibilities. 3. Direct staff to provide future updates to the Board of Directors regarding events affecting the Fairview Trunk. Analysis The Costa Mesa Sanitary District has accepted four phases of sewer transfers and it was anticipated the Fairview Trunk would constitute Phase V. In this regard, both agencies followed the typical steps in the transfer process; OCSD cleaned and televised the l ine and provided the video, then CMSD performed a condition assessment and engineer’s assessment to bring the line up to industry standards. CMSD performed additional due diligence in the form of initiating a soils investigation to determine the condition of surrounding soils (which are not ideal). The engineer’s estimate prepared by CMSD is $427,600 and represents terminating infiltration of groundwater, removal of calcium, installing a liner along the entire line planned for transfer to prevent regrow th of calcium, coating manholes, installing mid -length manholes in two sections where the distance between manholes is excessive, and other appropriate work. It should be noted the calcium growth in the line is in its early stages but is significant, an d without remediation in the next 5 -10 years, the calcium growth will likely severely reduce the inside diameter of the pipe, thereby possibly causing blockages. At that point, the calcium will become extremely hard to remove. The actions by OCSD may be interpreted that OCSD does not desire to rehabilitate the line to the level requested by CMSD and will, therefore, continue to own the trunk. By letter dated November 13, 2013, OCSD states: “A closed circuit video inspection of the line was conducted in March of 2012. This inspection revealed five areas of calcium infiltration at pipe joints and two areas of active ground water infiltration . OCSD intend s to repair these minor defects by July 1, 2014. When these repai r s are completed, OCSD staff is will ing to recommend to its Boa rd to approve the transfer of this asset to CMSD at no additional cost to OCSD.” OCSD is referring to repairing the ‘current operational deficiencies’, not addressing the long -term needs of the sewer. The sewer will require $42 7,600 worth of work in the near future or the cost to rehabilitate will likely increase as time goes on. Strategic Plan Element & Goal This item complies with Strategic Plan Element 1.0, Sewer Infrastructure and Goal No. 1.4 , System Wide Sewer Replacement and Repair Program. The strategy for this Strategic Element states:
Board of Directors January 23, 2014 Page 3 of 3 ”We will do this by the careful management of the collection infrastructure using prudent planning and maintenance, with financial strategies to maintain su fficient capacity and respond to changing regulatory demands.” Legal Review Not applicable at this time. Environmental Review Transfer of an existing sewer from one agency to another has no impact on the environment and is not a project under the California Environmental Quality Act (CEQA). Repair or rehabilitation of an existing sewer line i s categorically exempt under CEQA (Public Resources Code Section 21000 et. seq.) under Section 15301 Existing Facilities as “Class 1 consists of the … mainten ance … of existing public or private structures”, as further described in Section (b) as “Existing facilities of both investor and publicly -owned utilities used to provide …. sewerage …” Financial Review The Sanitary District invested staff time, the serv ices of the District Engineer to perform a review of the videos, condition assessment, and engineer’s estimate; and a soils investigation was performed, which also necessitated the services of a traffic control company. January 14, 2014 Mr. Jim Herberg General Manager Orange County Sanitation District 10844 Ellis Avenue Fountain Valley, CA 9270 8 Re: Transfer of OCSD Fairview Trunk Sewer Dear Jim: Thank you for your letter dated ______ regarding the condition of the Fairview Trunk and the repai r work contemplated prior to potentially transferring the line to the Costa Mesa Sanitary District. Based on your letter dated November 13, 2013 and a meeting held December 17, 2013 with Rob Thompson and other OCSD staff members, our District Engineer learned OCSD is mainly concerned with making the repairs to the line that affect its current operation, and those repairs consist of terminating minor infiltration points and removing encrust ation at a few pipe joints. The Sanitary District believes the e arly stages of calcium buildup in the line are already significant and the costs outlined in the engineer’s estimate provided will have to be spent in the near future to prevent more costly removal methods from being needed. Therefore, the Sanitary Distri ct choses to decline acceptance of the line at this time. Mr. Thompson was very accommodating in the meeting and stated the Fairview Trunk could still be used for sewer service for the Segerstrom Home Ranch property westerly of the sewer.
