14 - Project #196-A ITEM NO. 14 Costa Mesa Sanitary District &.an Independent Special District Memorandum To: Board of Directors Via: Scott Carroll, General Manager From: Rob Hamers, District Engineer Date: December 19, 2013 Subject:#196-A Installaion of Backup Power and Backup Pumping Capability Summary The project will provide backup power and backup pumping capability at six critical pumping stations, however, due to timing, various conditions, and processing requirements, the project has been broken into four sub projects. In this sub project, plans and specifications were prepared for the installation of stand-alone complete backup pumping units at each of the Elden, Victoria, and Mendoza Pump Stations. Additionally, the Elden and Victoria backup pumping units will be housed in slump stone prefabricated buildings. Slump stone is being required by the City of Costa Mesa. The unit at Mendoza will be free standing inside the fenced-in pumping station area. The results ofbid opening are shown below with a recommendation for award.The bid opening amounts do not include the cost of equipment in the amount of $222,080.10 that the District purchased directly from the manufacturer. Staff Recommendation The Board of Directors: 1.Award a contract to the lowest responsive and responsible bidder, GCI Construction, Inc. of Costa Mesa, California, in the amount of $485,200. 2.Approve a 10% contingency budget of $48,520 Analysis Due to the relative common occurrence of power outages inside the District along with the rolling brownouts now being a fact of life, the District has embarked on a program Protecting our community's health and the environment by providi www.cmsdca.gov Board of Directors December 19, 2013 23 Page of of providing backup power and backup pumps at a number of pumping stations. Project #196 is providing backup power or backup pumps at six large pumping stations while outside the project smaller trash pumps and other arrangements have been made for the smaller pump stations. Bids were opened on November 20, 2013and the results are as follows: Engineer’s Estimate$537,300 GCI Construction, Inc.$485,200 Cora Constructors$504,000 Environmental Construction, Inc.$618,500 SCW Contracting Corp.$627,374 Minaco Corporation$1,597,000 Staff checked the licensing requirements and references for the low bidder, GCI Construction, Inc., and found everything in order, therefore, arecommendation to award the contractis being made. GCI Construction has constructed a number of large projects for the District, the latest of which being the Irvine Pump Station Force Main Rehabilitation where GCI slipined 3,000 feet of 12” HDPE pipe inside the existing 14” ductile iron pipe (DIP) force main. GCI is well experienced in both pipeline construction and pumping station work, making them an ideal contractor for the project under consideration. GCI Construction also performs emergency work for the District and completes projects in a high quality, efficient, manner. Strategic Plan Element & Goal This item complies with the objective and strategy of Strategic Plan Element 1.0, Sewer Infrastructure, whichstatesas follows: Objective: ”Our objective is to collect and transport wastewater to meet the needs of existing and future customers. Strategy: We will do this by the careful management of the collection infrastructure using prudent planning and maintenance, with financial strategies to maintain sufficient capacity and respond to changing regulatory demands.” Legal Review District Counsel prepared and signed the construction contract being considered. Environmental Review The installation of a redundant system of backup power or backup pumpingto an already existing sewer pump station is categorically exempt under the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et. seq.) under Section 15301 as a “Class 1” “minor alteration of existing public or private structures”, as further described in Section (b) as “Existing facilities of both investor and publicly-owned utilities used to provide…. sewerage …”. Board of Directors December 19, 2013 33 Page of Financial Review Total cost for this project, including contingency, is $533,720. There is adequate funding in the District’s CIP budget to pay for this expense. Alternative Actions 1.Do not award the project to GCI Construction, Inc. 2.Refer the matter back to staff for additional information.
