Minutes of the Board of Directors Special Meeting Held May 9, 2000

The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the
Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference room 1A
at the Civic Center, 77 Fair Drive, Costa Mesa.

Staff Present: Rob Hamers, Joan Revak, Dawn Schmeisser
Recycling Program Participation Update
Sharps
Ms. Schmeisser provided information on the Sharps program including data for the
period July 1, 1999 to April 30, 2000. During that time period, 345 pounds of "sharps"
have been collected at a total cost to the District of $3,606.14. The 1999 -2000 District
budget included $6,000 to fund this unique program, and Costa Mesa Disposal provided
funds per contract agreement.
• Ms. Schmeisser further advised the Committee of requests from two additional
pharmacies, White Front and College Pharmacy, to participate in the program. The
Committee agreed the two new locations for the Sharps program would enhance the
program by offering this service to an expanded area of the City, and will recommend
the addition of White Front and College Pharmacies to the program.
Contribution by GTE to 1999 School Telephone Book Recycling Program
Ms. Revak informed the Committee that GTE Recycling presented the District with a
check in the amount $1,560.00 as their contribution to the 1999 School Telephone Book
Recycling Program. Checks in the amount of $60.00 will be distributed to each of the
twenty -six participating schools to fund pizza parties for the class that collected the most
books.
Beverage Container Grant
Ms. Revak gave details of additional items being ordered under the Beverage Container
Grant. Signs will be posted at the outdoor locations of the concrete beverage
containers to bring attention to the receptacles and encourage proper usage.
• Additionally, a picnic bench will be ordered for placement at City Hall. The bench was
included in the original grant proposal to serve as an incentive to encourage employees
to recycle their beverage cans and bottles.

10 City of Costa Mesa Public Safety Emergency Services Expo - May 21,
2000
Ms. Schmeisser apprised the Committee of the City of Costa Mesa Public Safety
Emergency Services Expo being held on Sunday, May 21, 2000 from 11:00 a.m. to 3:00
p.m. at Fire Station #4 (2300 Placentia Avenue). The District will participate as they did
in 1999 with a recycling booth providing informational brochures and promotional items.
Costa Mesa Disposal has donated $100 and CR Transfer $75.00 to be used as prizes
(in the form of U. S. Savings Bonds) in a "Count the Cans" contest. CR Transfer will
deliver large bales of various recycled materials for viewing and to be used in the
contest.
Survey of Orange County Trash Hauling Programs
Ms. Revak presented the results of a survey, being conducted by Staff, of the Orange
County Cities /Sanitary Districts pertaining to their trash hauling programs. The
questionnaire provides information from each of the Cities /Districts ranging from
monthly trash rates, types of containers, size(s); whether the system for collecting trash
is manual, semi or fully automated; diversion percentages, franchise fees, proposed
• increases, contractor performance, education to special programs. The survey should
prove beneficial in evaluating the District's trash hauling services and in decision -
making with regard to purchasing standardized containers.
Public Outreach Program
Tour of CR Transfer by Director Worthington and Media One
Director Worthington informed the Committee of a CR Transfer tour taken by himself
and staff from Media One on April 21, 2000. Media One staff, unaware of the recycling
program provided by the District, was quite impressed with the proficiency of the
recycling facility.
City Report on Franchise of Multi - Family Waste Hauling Services
A report on franchising of multi - family waste hauling services from City of Costa Mesa
Staff for a City Council Study Session held on May 8, 2000, was provided. Director
Worthington and Ms. Revak attended the City Council Study Session and presented an
overview of the outcome to the Recycling Committee. The Council members primary
• concern is how City should address issue of cleaning up multi - family residences on
trash day and throughout the week. Council would prefer City to establish standards, by
amending ordinance, on number of bins and number of collections per week rather than
go to franchising trash services. Director Schafer also attended the Study Session.
