Minutes - Board - 2000-04-11'1 i COSTA MESA SANITARY DISTRICT Minutes of the Board of Directors Special Meeting Held April 11, 2000 The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference room 1A at the Civic Center, 77 Fair Drive, Costa Mesa. Directors Present: Dan Worthington, Art Perry Staff Present: Rob Harriers, Joan Revak, Dawn Schmeisser Standardized Trash Container Program Mr. Hamers advised the Committee that Staff would like to have Board direction on how to proceed with the standardized trash container program. Director Worthington expressed the view that the Board needs to be apprised of availability of funds to purchase the containers, and he would like the District Treasurer to present opinion as to how, or if, the District can purchase standardized trash containers. Director Worthington stated the Board would also require an opinion from the Attorney for the District on the legality of using of funds for this program. • Large Item Collection Program - Summer 2000 Ms. Revak reported that planning is underway for the 2000 Large Item Collection Program. The ten -week program will commence the week of June 19 and run through the week of August. Door hangers to inform residents of the date of collection in their neighborhood are being designed and samples will be presented at the April 13, 2000 regular Board meeting. Mini - Telephone Book Recycling Program Ms. Revak gave details of preparations underway for the PacBell Yellow Page distribution that will occur May 30 through July 7, 2000. The District intends to participate in the closed loop recycling program with PacBell and Daishowa America. Daishowa is again paying $50.00 per ton for the PacBell phone books. Under this program, phone books collected and shipped to Daishowa America will be converted back into new telephone book paper, saving valuable forests and reducing landfill usage. Ms. Revak further related the District recently received checks in the amount of $7,408.50 from Daishowa for the School November /December 1999 recycling program. • Drop -off recycling bins for telephone books will be provided at City Hall and the Orange Coast College Recycling Center. I \� COSTA MESA SANITARY DISTRICT 2 Minutes of the Board of Directors Special Meeting April 11, 2000 0 "Significant Project 2000" Ms. Schmeisser advised the Committee of "Significant Project 2000 ", one of the 1999- 2000 Community Objectives for the City of Costa Mesa. One of the objectives is to address a specific area and assist the property owners and tenants in reducing run- down /blighted properties. The District was asked to participate in the Task Force. The targeted area is on Rutgers Drive between Wilson and Avocado. Arrangements were made with Costa Mesa Disposal to supply Hauler 100 containers to each property owner, and they have agreed to give the property owners three months free rental at no cost to the District. Ms. Schmeisser further informed the Committee of a meeting the Task Force is conducting with all the property owners on Thursday, April 13, 2000, to discuss issues /problems occurring in this targeted area. The Task Force is also planning a neighbor cleanup for this area on June 17, 2000. Ms. Schmeisser will be participating in both events on behalf of the District. Beverage Container Grant • Ms. Revak reported on information obtained from the Department of Conservation Beverage Container Grant Manager, Mary Kay Shafer. Official word on placing containers at additional schools is that Costa Mesa High School was a one -time approval - the Department will not approve placement of further containers in schools, as they were not included in the original grant proposal. According to Ms. Shafer, the Department encourages the District to spend the remaining grant money and she suggested the purchase of additional indoor containers for City Hall and other indoor locations and to have as replacements. Ms. Revak will contact the Fire Stations to see if they can use additional containers and will also confirm that a second container can be purchased for placement at all indoor City Hall locations. The Grant Manager will make a final site visit on Friday, May 26. The meeting was adjourned at 10:05 a.m. The Board of Directors of the Costa Mesa Sanitary District took no action.
