Minutes - Board - 2000-03-07COSTA MESA SANITARY DISTRICT Minutes of the Board of Directors Special Meeting Held March 7, 2000 • The Board of Directors of the Costa Mesa Sanitary District attended a meeting of the Costa Mesa Sanitary District Recycling Committee at 9:00 a.m. in conference room 1A at the Civic Center, 77 Fair Drive, Costa Mesa. Directors Present: Dan Worthington, Greg Woodside Staff Present: Rob Hamers, Joan Revak Reaching 50% by 2000 - New Signs on Trucks Mr. Hamers informed the Committee that Costa Mesa Disposal trucks have new signs promoting the District's reaching the waste diversion rate of 50 % by the year 2000. Ms. Revak provided photographs taken of the trucks for the Committee to view CMSD Trash Collection - Worker Safety Mr. Hamers reported that research in the refuse collection industry has revealed • workers are in a "high- hazard" job with a fatality rate 10 times that of all workers. Overexertion - predominantly in lifting - is the leading cause of nonfatal injury or illness for refuse collectors, accounting for almost one -third of the cases; closely followed by being struck by; striking against, or being compressed in equipment or objects. Mr. Hamers further informed the Committee of the condition of Costa Mesa Disposal driver, Mr. Valadez, who experienced a chemical spill while collecting trash at a residence on his route on February 29, 2000. The driver is doing better and his arm and eye are healing well. Mr. Hamers added the District will intensify its public education efforts in the area of placing household hazardous waste in the regular trash. The District offers a free door -to -door residential household hazardous waste pickup program, developed to prevent this type of incident. Trash Collection for Multi - Family Residences - Plastic 3 -yard Bins and Street Deterioration Discussion was held on trash collection for multi - family residences and a newspaper article on "potholes in Orange County Cities' was presented. Mr. Hamers reported Orange County cities receive nearly $70 million in gas tax funds each year that can be used for road rehabilitation. Also available is an additional $30 million in Measure M funds. A comprehensive study of roads performed by County planners two years ago • estimated the cost of fixing all the problem spots would run about $800 million. Director Worthington noted that multiple haulers operating in Costa Mesa contribute to the deterioration of the streets creating such potholes. LJ COSTA MESA SANITARY DISTRICT 2 Minutes of the Board of Directors Special Meeting March 7, 2000 Mr. Harriers presented catalogs on plastic bins selling for $500, and reported Mr. Range] of Costa Mesa Disposal advised the plastic bins are more expensive and not very successful. Economically, plastic liners for metals cans cost $115.00 and double the life expectancy of the cans. Effect of Newport Beach Annexation on Services Provided by District Mr. Harriers tabled this item Expanded Grant Program - School Recycling Program Discussion was held on the possibility of expanding the Beverage Container Grant Program to include the schools. Staff will contact the Grant Manager to investigate the feasibility of extending the program. Advertisement in Daily Pilot Almanac 2000 Ms. Revak presented a proposed advertisement for the Daily Pilot Almanac 2000 to be • published on Friday, March 24, 2000. The proposed ad promotes the many recycling programs sponsored by the District. The Committee will recommend approval of an 1/8 page ad at the March 9, 2000 Board of Directors meeting. The Committee also discussed purchasing a 35- millimeter camera to be used by Code Enforcement Officer in the many instances photographs are required in performance of his job. The Committee will recommend purchase of such a camera for the District. The meeting was adjourned at 10:24 a.m. The Board of Directors of the Costa Mesa Sanitary District took no action.
